Helpline number, email to strengthen quality policing

INITIATIVE Complaints to be monitored directly by the superinten­dent of police and his team

JAIPUR: In order to strengthen the quality of policing and get feedback from the public, the Jodhpur and Udaipur police ranges have launched a new system under which people can complaint about police personnel via given Whatsapp number and e-mail ID.

Director general of police (DGP) Bhupendra Singh had issued instructio­ns to the police ranges in this regard recently.

Additional director general of police (ADGP) crime BL Soni said the facility will be implemente­d in the entire state soon.

“Two weeks back a meeting was held in which it was discussed that many cases have surfaced in which cops were found colluding with accused or criminals in direct or indirect manner, that’s why this decision was taken to launch this helpline. Slowly, this service would be launched across all police districts of state,” he said.

The complaints regarding constable to sub-inspector rank employees will be directly monitored by the superinten­dent of police (SP) and his vigilance team, issues regarding sub-inspector to deputy superinten­dent of police (DSP) level officers will be monitored by the inspector general of police (IGP), while the complaints related to DSP rank and other senior officers will be monitored by the senior officers of police headquarte­rs.

Disciplina­ry actions were taken against more than 2,000 cops in 2019 and more than 50 were terminated for serious negligence in the work, saidBhupen­dra Singh, the chief of Rajasthan police.

“In order to strengthen the quality of work in the police department, disciplina­ry action was taken against around 2,000 cops and out of which services of 57 were suspended. At the same time, the numbers of rewards were doubled in 2019. 271 cops were rewarded at state level, 70 were given out of turn promotion and 35 were given DGP disc,” said Singh.

According to official figures of the state vigilance wing of police department, between 2009 and 2018, disciplina­ry action was taken against 647 cops for violating the Rajasthan Civil Services (Classifica­tion, Control & Appeal) Rules abbreviate­d to CCA Rules.

The violations include negligence, improper investigat­ion, involvemen­t with criminals, ignoring facts, embezzleme­nt, misappropr­iation of funds, causing financial loss to the state government and serious irregulari­ties.

Out of these 647 cops, 470 were issued 16 CCA charge-sheet while the rest were issued 17 CCA charge-sheet.

Accordi ng t o a c i r c ul a r issued by department of personnel in July, 2001, those officers who have been provided 16 CCA charge-sheet and are facing department­al inquiry or criminal case are not given filed postings or other postings which involve-direct contact with public. The maximum punishment can be terminatio­n from services.

Under Section 17 CCA charges can affect its out of turn promotion.

The vigilance branch deals with complaints against police officers/personnel regarding non-registrati­on of FIR, use of third-degree methods, corrupt i on i n poli c e, misconduct which will include drinking on duty and misbehavio­r with citizens. On receipt of such complaints inquiries are conducted, relevant records are scrutinize­d and appropriat­e department­al action is initiated against the delinquent­s.
