State plans hi-tech emergency centre to deal with disasters

JAIPUR: The state government is planning to set up a State Emergency Operation Centre (SEOC) at the secretariat in Jaipur for i mmediat e and effective response to disasters.
There are also plans to provide drones to the district administration in the state for real time assessment of disasters, according a senior government official, who does not wish to be identified.
At present, there is an emergency operation centre at the secretariat, but there are plans to expand and equip it with latest technology and gadgets, the officials said.
The administrative sanction has been issued to the SEOC, which will cost around ~15.108 crore. The hi-tech centre will be set up by the department of information and technology and RajComp Info Services Limited (RISL), a government firm, at the library building in the secretariat.
The first installment of ~7.55 crore is being transferred to RISL, the official said.
He said for a live feed and real time update of disasters, the district collectors will be equipped with drones, which would cost approximately ~2 crore.

ments, sitting at the SEOC, will be in direct contact with field officers to ensure effective coordination and feedback,” the official said.
“The SEOC will work on resolving any issue at ground which requires attention of state government,” he added.
The drones at district level would provide real time update and images, such as during a flood situation, the water flow, people trapped, rescue operation, which will be helpful, the official said.
Earlier, a proposal to provide satellite phones to district collectors was also proposed by the disaster management and relief department to deal with telecommunication system failures.
Meanwhile, the state disaster and relief force (SDRF) has asked for new equipment and training for officers and employees. The SDRF has submitted a proposal of ~ 8.65 crore for equipment and ~95 lakh for training to the state government.
