Cidco proposes cluster scheme to regularise PAP constructi­ons

VASHI: After numerous protests and rallies, the city’s projectaff­ected people have got their demand met.

The City and I ndustrial Developmen­t Cor poration ( Cidco) has proposed cluster developmen­t scheme to regularise the need-based expansion of houses built by the projectaff­ected people ( PAP).

Cidco managing director Sanjay Bhatia said the planning agency has drafted a cluster developmen­t scheme proposal and sent it to the state government for approval. If it comes through, thousands of PAP will benefit.

Cidco has sought 4 FSI from the government to implement cluster developmen­t project.

The cluster developmen­t plan was announced at a meeting on Tuesday between Bhatia, MLA Manda Mhatre and project- affected persons at Cidco’s exhibition centre.

Cidco has acquired land from residents of villages to develop Navi Mumbai.

In the wait to get the 12.5 per cent developed land --- which is a compensati­on package – for their land, most PAP expanded their houses as their families grew.

They have been demanding the regularisa­tion of theirneed based extensions for a long time. They have taken out several rallies and staged agitation in support of their demand under the umbrella of Prakalpgra­st Sanghatana.

In t he meeting, Mhatre sought details about the scheme.

Bhatia made a presentati­on on the scheme in the presence of PAP.

Some PAP are not happy with the scheme, saying that it would benefit only 5 to 10 per cent PAP, who carried out needbased expansions. Those who have legal constructi­ons would be left out.

Those who have leased their need- based extension to earn revenue will lose their source of income once the cluster developmen­t project is implemente­d.

As per the scheme, Cidco will demolish the need- based constructi­on creating hurdle in developmen­t of basic infrastruc­ture facilities.

Dr Rajesh Patil from Shirvane gaon said: “The scheme is good but it will benefit only 10 per cent PAP. The scheme has no provision for compensati­on to those who will lose shops and rental money.”

Advocate PC Patil f rom Kopar Khairane said: “The scheme should be implemente­d after the distributi­on of developed land to PAP under 12.5 per cent scheme.”

Some residents said that the cluster developmen­t will be helpful. Vasant Mhatre of Bonkode said:“The scheme is good. It will regularise the illegal houses of PAP. It will benefit them a lot.”
