Residents do not need lawyers or agents to register for leave and licence agreement for their flats anymore as the registration and stamps department (RSD) has planned to make the registration process online.

The process to appoint a private agency in Panvel for offering the service has begun.

“Efforts are on to appoint a private agency in Panvel to provide the e-registration service. Proposals have been submitted by some agencies to the registrar office. A citizen service centre will soon be started in New Panvel,” said an official from the Panvel registrar office on condition of anonymity.

Online registration of leave and licence agreement will save flat owners time and money. Earlier, they had to pay lawyers for their services and stand in long queues.

“The online system will help residents calculate stamp duty and registration charges automatically. They will also be able to prepare, modify and view the draft agreement before execution and submission for registration,” said the official.

“Payment of stamp duty and registration fee will be made through Government Receipt Accounting System. The document will be registered by the department and the parties will get it electronically,” said the official.

“Since registration of all rented flats is mandatory, there will be a further increase in registrations,” said Mahesh Natale, an estate agent.

After Pune, Mumbai and Thane, the system has now been initiated in Panvel owing to the demand from locals.

The RSD has already provided the option of e-registration for purchase and sale of land and flat.
