The opposition on Friday objected to the manner of presentation of the NMMC Budget 2016 in the general body meeting, alleging that no secrecy had been maintained.

It once again targeted NMMC secretary Chitra Baviskar, claiming she had bypassed the mayor and violated the BPMC Act.

The civic budget that was approved by the standing committee was presented in the general body on Thursday. Friday was the first of the two- day special session to discuss the budget.

Opposition l eader Vijay Chougule raised the issue, saying: “There is a protocol and process that needs to be followed while presenting the budget which is an important document not meant for public domain until it is finally approved.”

He added, “The copy of the budget had not been given to the mayor, but the members of the house managed to get it seven days ago. In fact, even some media personnel had it.”

Chougule said, “This is clear violation of the BPMC Act and the rules specified. The budget should first have been given to the mayor and then to the members in the house. The administration has failed in its duty.”

Blaming Baviskar for the violation, Chougule said, “We have repeatedly raised questions on her conduct and capability. This is further proof of her actions that are not proper. There is a need for immediate action on the issue.”

Responding to the objection, mayor Sudhakar Sonawane said, “We will have an inquiry into the issue to find out why this has happened. Action will be taken accordingly.”

He added, “Henceforth, the budget should first be presented to the mayor and only then should the members get it.”
