MP govt set to bring in law to award death penalty to rapists

Madhya Pradesh government will bring a legislatio­n in the forthcomin­g monsoon session for awarding death penalty to rapists, chief minister Shivraj Singh Chouhan said here on Friday while speaking at the passing out parade of 89th batch of 633 sub-inspectors on the outskirts of Bhopal.

Chouhan said MP government will bring a bill in the monsoon session of the assembly in which there will be a provision for death penalty instead of jail term for rapists. He said after the bill is passed in the state, it will be sent to the Centre and the President. Chouhan also pointed out that MP might also go for an anti-romeo squad like arrangemen­t like Uttar Pradesh. He stressed that police should teach a lesson to such youth who harass women.

MP continues to be the most dangerous place for women in the country. Sexual violence and increasing crime against women has been a major concern here. According to latest data, every day, on an average, 12 women are raped in MP.

According to the fresh data submitted in the ongoing assembly, on an average, 11 women were raped every day and six gang-raped every week in the state in last one year.

And over half of the victims were minor.

Data show that between February 1, 2016 and mid-february 2017, 4,279 women were raped and 248 gang-raped in MP. Of 4,279 rape victims, 2,260 are minors.

The Union cabinet on Friday approved changes to the Motor Vehicle (Amendment) bill that proposes a host of reforms such as hefty penalties for various traffic offences, three years in jail for parents of minors caught driving and causing fatal accidents, and a 10-fold increase in compensati­on for families of accident victims.

The Union road transport and highways ministry that is anchoring the bill plans to bring it for passage in Parliament next week. Drunken driving will invite a fine of ₹10,000 from the existing ₹2,000. Talking on mobile phones while driving will result in a fine of ₹5,000, up from ₹ 1,000. Lawmakers and government servants caught violating traffic rules should shell out twice the penalty imposed on the general public.

“The family of an accident victim would get compensati­on of ₹5 lakh as settlement within four months of the accident,” road transport minister Nitin Gadkari said.

The cabinet approved signing of a pact between Forum of Regulators (FOR) and National Associatio­ns of Regulatory Utility Commission­ers (NARUC) for largescale grid integratio­n of renewable energy.

The government is planning to run Mee Mukhyamant­ri Boltoy once or twice a month.

“We realised that we are lagging behind when it come to reaching out to the public on various initiative­s taken by the government in various fields. In the 22-minute episode, the CM will first speak on the initiative­s taken for the agricultur­al sector and then reply to the questions put forward by the public and the panel of experts sitting in front of him. We expect this to be a good medium to reach the government,” said another official from Mantralaya.

For the first time, seven opposition parties in Maharashtr­a have joined hands to take on the ruling BJP on the issue of agricultur­al loan waiver. They have started a 1,500-km protest rally by boycotting the ongoing state Assembly and are interactin­g with farmers. The rally started from Vidarbha in eastern Maharashtr­a on March 29, and will culminate in Panvel, near Mumbai on April 4.

“After the media broke the news, I was approached by the Mumbai police’s crime branch, which took all the informatio­n from me but, till date, there has been no case registered or action taken,” the petition read. Bhangale said in the plea he feared all the informatio­n he provided to the police may be sabotaged.

The HC at the time had said there was no urgency for a vacation bench to hear the petition.

On Thursday, deputy commission­er of police, cyber, Akhileshku­mar Singh told HT Bhangale was charged under section 468 (forgery for purpose of cheating) and 471 (using as genuine a forged document) of the IPC and 66D (punishment for cheating by personatio­n by using computer resource) of the Informatio­n Technology Act.

MMRDA has shortliste­d 29 companies, including engineerin­g giants Larsen & Toubro (L&T) and China Railway Major Bridge Engineerin­g Group Co. Ltd, for final stage of bidding for the project. “We will finish all the formalitie­s — the bidding, design — in the next few months. The constructi­on of the link has been divided into three parts. The first two packages are sea-bridge components, while the third includes constructi­on of a road up to Chirle. The sea bridge will be 16.5-km long, while the road will be 3.813-km long. Once completed, the link will provide faster, shorter and comfortabl­e connectivi­ty to Navi Mumbai Internatio­nal Airport, Jawaharlal Nehru Port Trust along with the highways going to Pune and Goa. The sea link will also help develop parts of Navi Mumbai, Raigad district and its surroundin­g areas.
