CBI’S TAKE There was negligence and lack of judgment in dealing with situation, but no connivance.

4 FACT There was an intelligence input from Bharatpur sent in July about an imminent communal clash over this very land.

CBI’S TAKE It is not for CBI but a judicial commission to look into the issue of a collapse of governance.
