Police in Tamil Nadu struggled to contain hordes of protesters from the Dravida Munnetra Kazhagam (DMK), the state’s main opposition party. Other groups too joined the protest over the central government’s delay in implementing a Supreme Court order to set up a Cauvery Management Board to monitor the distribution of water between, mainly, Tamil Nadu, Karnataka, Kerala and the Union territory of Puducherry. With elections looming in Karnataka, the BJP government at the Centre has been reluctant to execute a potentially unpopular order.
