The State of the State study of Goa’s two districts—north and south Goa—and its one dozen talukas is meant to outline the broad trends in economic and social developmen­t in the state and develop a district/ taluka-wise ranking of performanc­e. Since Goa has only two districts, disaggrega­ted, taluka-wise data were analysed wherever available. The evaluation has two segments: best-performing talukas and districts at a particular time and the most-improved taluka/ district over the past decade. The data was collected by the Ascension Centre for Research and Analysis from various sources: the Census, the National Sample Survey, the Central Statistica­l Office, the Reserve Bank of India, NITI Aayog, the National Family Health Survey, the District Informatio­n System for Education, the National Crime Records Bureau, various ministries, the Directorat­e of Economics and Statistics for the state government. Ten categories were selected, each a composite index of variables for which uniform, continuous data were available. The Borda Count method of ranking was used. The constituen­t indicators were arranged in a unidirecti­onal manner— that is, all indicators were positive or negative. For example, the higher the female literacy rate, the higher the level of educationa­l developmen­t, a positive indicator of developmen­t. Similarly, the higher the crime rate per 1,000 persons, the lower the level of developmen­t with respect to law and order, a negative indicator. The most recent year was used to rank the best taluka/ district. The difference between the most recent category value and the values 10 years earlier was used to rank the most-improved taluka/ district. ■
