METHODOLOGY
The State of the State study of Goa’s two districts—north and south Goa—and its one dozen talukas is meant to outline the broad trends in economic and social development in the state and develop a district/ taluka-wise ranking of performance. Since Goa has only two districts, disaggregated, taluka-wise data were analysed wherever available. The evaluation has two segments: best-performing talukas and districts at a particular time and the most-improved taluka/ district over the past decade. The data was collected by the Ascension Centre for Research and Analysis from various sources: the Census, the National Sample Survey, the Central Statistical Office, the Reserve Bank of India, NITI Aayog, the National Family Health Survey, the District Information System for Education, the National Crime Records Bureau, various ministries, the Directorate of Economics and Statistics for the state government. Ten categories were selected, each a composite index of variables for which uniform, continuous data were available. The Borda Count method of ranking was used. The constituent indicators were arranged in a unidirectional manner— that is, all indicators were positive or negative. For example, the higher the female literacy rate, the higher the level of educational development, a positive indicator of development. Similarly, the higher the crime rate per 1,000 persons, the lower the level of development with respect to law and order, a negative indicator. The most recent year was used to rank the best taluka/ district. The difference between the most recent category value and the values 10 years earlier was used to rank the most-improved taluka/ district. ■
