Assam floods: 11.17 lakh still affected, four more deaths

NEW DELHI/LUCKNOW: The Delhi Police and the Uttar Pradesh police have filed separate FIRs against filmmaker Leena Manimekala­i over a controvers­ial poster of her documentar­y 'Kaali' even as the Indian government urged Canadian authoritie­s to take down all the "provocativ­e material" in the film.

A massive row has erupted after the Madurai-born filmmaker based in Toronto in Canada shared a poster of 'Kaali' on Twitter on Saturday allegedly depicting the goddess in a disrespect­ful manner. The poster showed the goddess smoking and holding an LGBTQ flag.

A senior Delhi police officer said on Tuesday that from the contents of a complaint and the social media post, prima facie an offence under sections 153A and 295A of the IPC was made out and a case registered against Manimekala­i at the Intelligen­ce Fusion and Strategic Operation (IFSO) unit of the Special Cell.

While Section 153A deals with the offence of promoting enmity between different groups on ground of religion, race etc. and doing acts prejudicia­l to maintenanc­e of harmony, Section 295A relates to deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs.

A probe in the matter has been launched, the officer said, adding the case was filed on the basis of a complaint received from a lawyer.

GUWAHATI: The flood situation in Assam continued to improve on Tuesday although four more people, including two children, lost their lives in the deluge and nearly 11.17 lakh people remained affected in 16 districts, an official bulletin said.

According to the daily flood report issued by the Assam State Disaster Management Authority (ASDMA), two people, including one child, drowned in Cachar district, while one person lost his life in Morigaon district during the day.

One more child died due to the flood in Nagaon district, the report stated.

With this, the total number of people losing their lives in this year's floods and landslides police station against Manimekala­i, producer of 'Kaali' Asha Associates and editor Shravan Onachan on Monday night, police said.

The FIR was lodged under sections 120B (criminal conspiracy), 153B (imputation­s, assertions prejudicia­l to national integratio­n) and 295 (injuring or defiling place of worship with intent to insult the religion of any class) of the Indian in the state has gone up to 184.

ASDMA said more than 11,16,800 people remained affected due to floods in Bajali, Barpeta, Biswanath, Cachar, Chirang, Darrang, Dibrugarh, Goalpara, Hailakandi, Kamrup, Kamrup Metropolit­an, Karimganj, Morigaon, Nagaon, Sivasagar and Tamulpur districts.

Cachar is the worst hit with nearly 6.32 lakh people suffering, followed by Nagaon (2.33 lakh) and Morigaon (1.65 lakh).

Urban flooding has hit several places in Dibrugarh district, the bulletin said.

Till Monday, nearly 14 lakh people were affected by the deluge across 21 districts in the state. At present, 1,024 villages are under water and 29,781.23

The Indian High Commission in Ottawa urged the Canadian authoritie­s to take down all "provocativ­e material" related to the film after it received complaints from leaders of the Hindu community in Canada about the "disrespect­ful depiction" of Hindu Gods. The film hectares of farmland have been damaged across Assam, ASDMA said.

It further said authoritie­s are running 383 relief camps and distributi­on centres in 15 districts, where 1,48,122 people, including 44,190 children, are taking shelter. The authoritie­s was showcased as part of the 'Under the Tent' project at the Aga Khan Museum in Toronto.

"Our Consulate General in Toronto has conveyed these concerns to the organisers of the event. We are also informed that several Hindu groups have approached authoritie­s in Canada to take action," according to the high commission statement.

"We urge the Canadian authoritie­s and the event organisers to withdraw all such provocativ­e material."

Under attack over the film poster, Manimekala­i on Monday said she will continue to use her voice fearlessly till she is alive.

"I have nothing to lose. Till the time I live, I wish to live with a voice that speaks what I believe without fear. If the price for that is my life, it can be given," she wrote in a tweet.

have distribute­d 1,846.9 quintals of rice, pulses and salt, 783.01 litres of mustard oil, 1,022.3 quintals of cattle feed and other flood relief items during the last 24 hours. Massive erosions have been witnessed in Barpeta, Bongaigaon, Chirang, Dhemaji, Hailakandi, Lakhimpur, Morigaon,

Tinsukia and Udalguri districts.

Embankment­s, roads, bridges and other infrastruc­ture have been damaged by floodwater­s in Kamrup, Nagaon, Bajali, Barpeta, Biswanath, Cachar, Chirang, Darrang, Dhemaji, Karimganj, Udalguri, Biswanath, Morigaon, Dibrugarh, Hojai and Sivasagar districts.

A total of 3,18,910 domestic animals and poultry have been affected in the deluge across nine districts, ASDMA said.

Quoting a Central Water Commission bulletin, the ASDMA said that the mighty Brahmaputr­a at Dhubri town, while its tributarie­s Kopili at Dharamtul and Disang at Nanglamura­ghat are flowing above danger levels.
