NEW DELHI: “I have served as Under Secretary to Prime Minister P V Narasimha Rao and I was brutally beaten up by a youth, not more than just 20 years old. My neck has been broken,” said V S Bawa, who was thrashed by a youth while the former was out for a walk with his dog in South East Delhi’s Kalkaji area.

The incident occurred on February 5, when Bawa — a former IAS rank official — had gone for a walk in Kalkaji around 3 pm. He had also taken his dog along. Suddenly, he saw a young man coming towards him with his dog. The youth had also been carrying a stick. As the youth passed by Bawa, the two dogs started barking at each other.

Soon, the boy’s dog broke his chain and leapt at Bawa’s dog. Seemingly irked at this, the youth went on to whip the old man’s dog mercilessl­y.

“I was shocked to see this. The boy was so irritated that he started beating my dog with the stick. When I tried to intervene, the boy thrashed me up badly with the stick. He showed no mercy at all,” alleged Bawa.

Bawa said that the boy, who was well-built, continuous­ly beat him up and his dog. He stopped only after his anger subsided.

Wearing sport shoes and a cap, Bawa still struggled to walk and had a friend who accompanie­d him.

Pointing at the neck collar Bawa has to wear now because of the injury, his friend said: “He (Bawa) was a witness in one of the scuffles that broke out in October last year, in which the same boy was involved. Maybe he was holding a grudge and this is how he vented out his anger.”

“I want the guilty punished and that’s why I have come to the cops to file an FIR,” said Bawa, showing all papers related to the case in a file, including the medical reports.

“My dog is in a worse condition due to the beating. The guilty should be brought to book immediatel­y,” he added.

It was only after meeting senior officers that Bawa was assured proper action in his case. “We are filing an FIR in the case. Necessary action will be taken,” said Romil Baniya, DCP, South East.
