Deadwood under radar: Govt reviews service books of 67K staff
NEW DELHI: The central government has undertaken an exercise to review the service records of about 67,000 employees, including IAS and IPS officers, to identify non-performers.
The review exercise is a part of the government’s efforts to further improve the service delivery and governance system. A senior official in the Department of Personnel and Training said the exercise may result in punishment to those who do not conform to the code of conduct framed for them.
“The service records of nearly 67,000 central government employees are under review to check non-performance,” he said.
Nearly 25,000 of these are from all India and Group A services -- including the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Revenue Service (IRS), among others, the official said.
When contacted by the PTI, Minister of State for Personnel Jitendra Singh said while on the one hand the government approach is of high-level efficiency and “zero- tolerance” towards corruption, on the other hand, it is also ensuring work-friendly environment for honest officers.
“The government time-totime reviews performance of its workforce. It is to encourage the honest employees,” he said.
Singh said the NDA government in its three years has introduced multiple relaxations in rules on transfer policy, Leave Travel Concession etc.
“But at the same time, a more objective mechanism has been developed to assess the performance of officers and also to determine their suitability for further promotion and empanelment,” the minister said.
The Centre has given compulsory retirement to 129 nonperforming employees, IAS and IPS officers among them, in last one year. NEW DELHI: Ex-gratia compensation for paramilitary personnel, injured in action leading to 100 per cent disability, has been increased from Rs 9 lakh to Rs 20 lakh.
The enhanced compensation will be applicable to all central paramilitary personnel whose disability is attributed to or aggravated in service on or after January 1, 2016, the home ministry said in an office memorandum recently.
“It has been decided to revise rate of ex-gratia lump sum compensation from Rs 9 lakh to Rs 20 lakh with effect from January 1, 2016 for 100 per cent disability to CAPF and Assam Rifles on the basis of recommendations of the 7th Pay Commission,” it stated.
For cases with less than 100 per cent disability, the amount of ex-gratia compensation may be reduced in proportion to the degree of disability.
About 10 lakh personnel in eight forces come under the home ministry.
They are: Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-tibetan Border Police Force (ITBP), Assam Rifles (AR), National Security Guards (NSG), Sashastra Seema Bal (SSB) and National Disaster Response Force (NDRF).
Paramilitary personnel are deployed in some of the most hostile environments and face some of the toughest fights.
These include battling terrorists in Jammu and Kashmir and the northeastern region, anti-naxal operations and other law and order duties.
They are also deployed along the inhospitable IndiaPakistan border and the icy heights of the Sino-indian border.
