BSES officer's death: Delhi cops zero in on biker duo

NEW DELHI: A day after a BSES engineer died in an accident after being allegedly chased by bikers after an anti power theft raid at Jhuljhuli village in Jaffarpur Kalan area, the Delhi Police have registered a case of culpable homicide and have identified two men who were allegedly involved in threatenin­g the driver of the car that had met with the accident.

Police say that both of them have been identified, one of them identified as Fauzi, will be arrested soon.

The cops have detained several others on suspicion. However, police say that they had not received an official complaint from the BSES officials regarding a mob attack.

In fact, in their statement, the injured BSES officials say that their driver Wasim had started speeding when he saw two men from the village riding beside their vehicle on a motorbike.

The statement says that they could not hear what the bikers were saying but panicked at seeing their wild gestures.

According to them, the car had hit the tree after the driver lost control of the vehicle while driving at a high speed. Efforts are also being made to identify the bikers.

DCP southwest Surender Kumar said that the local police station had sent a team of 26 personnel led by a subinspect­or who had controlled the crowd that had gathered around the BSES team.

“There were no incidents of violence till then. However, we are probing into the allegation­s about men chasing the BSES vehicle on bikes which led to the accident. If anyone is found guilty for this, strict actions will be taken, against them,” said Kumar. The role of the driver is also being probed by the team.

Preliminar­y probe revealed that some of the men in the village had objected to the BSES officials clicking photograph­s of their houses without permission which had already turned into a heated argument before the cops arrived.

The police also alleged that the BSES officials had not followed the standard operating procedure of informing the cops a day in advance to arrange for the forces or provide adequate security.

Police say that they had received a call about the surprise raid by the BSES half an hour before they actually reached the village.

They had sought the video and photograph­ic evidence against the men they had collected from the spot near Dariyapur village, which is about 3 kms away from Jhuljhuli, after the incident.

Meanwhile, the body of the assistant engineer Abhimanyu Singh was handed over to his family members and would be flown to his hometown in Munger in Bihar.

NEW DELHI: The Delhi Commission for Women (DCW) Chief Swati Jaihind on Tuesday inspected the forensic science laboratory (FSL) in Rohini on Tuesday and suggested only a code of the victim must be generated and should be provided along with samples.

The Commission for long has been claiming that inadequate infrastruc­ture at the FSL has resulted in the delay in justice to women affected by sexual crimes.

The key parameters under which the inspection­s were conducted included pendency of samples, transparen­cy in functionin­g and enhancemen­t of infrastruc­ture.

Taking a strong note of how delay in providing samples was proving to be a major reason for delay in justice to women affected by sexual crimes, the DCW in 2015 had issued a notice to FSL where it was revealed that there were over 7,000 pendency samples.

On Tuesday, the DCW was informed that the figures have been reduced to 5,000 pendency samples with revamping of infrastruc­ture and bringing in more manpower. The FSL has recruited 120 scientific personnel on contractua­l basis. It was informed to the commission that reports of fresh cases are prepared in 2 months while 250 cases are also taken every month.

The director Madhulika Sharma informed that the FSL was mulling over the proposal of procuring an advanced medicine that can test samples in 90 minutes. Taking a note of the victims, complete details of FIR as well as address of the accused being provided to FSL, DCW Chief Swati Maliwal highlighte­d that this process should be discourage­d as the scope of corruption and collusion increases in such scenario.

Other significan­t issues that were raised in revamping of infrastruc­ture of forensic science included installati­on of CCTV cameras.

“Delayed and inconclusi­ve forensic reports significan­tly delays justice to victims of crime. While significan­t improvemen­t has been made in FSL since the Commission first took up the matter in October 2015, several serious issues still need to be resolved and the pendency should be brought down to zero at the earliest,” she added. GURUGRAM: A minor has alleged the she was gangraped by two people after being kidnapped by them.

The girl has formally registered the complaint at a police station in Sohna in the outskirts of Gurugram.

The minor who is from Behrampur village in Sohna went for an evening stroll with her friend when she was kidnapped.

The rape survivor has alleged that her friend had assisted the rapists.

The police has registered the complaint and begun their investigat­ions.

The rapists as of now have not been caught by the police.

“We have filed an FIR based on the victim's complaint and begun the investigat­ions. We have also begun probing the role of her friend who she has alleged assisted the rapists,” said a senior police from Sohna police station. GURUGRAM: An investigat­ing officer (IO) in Women Police Station in Sector-51 here has been suspended for not carrying out proper investigat­ion in the rape case that was registered in March at the station.

In a complaint that was registered at the women police station, the rape survivor who is an IAS aspirant alleged that she was raped by a person on the pretext of guiding her for preparatio­n of the UPSC examinatio­n.

The complainan­t and the family further alleged that the culprits have also started threatenin­g them with dire consequenc­es after the complaint was registered with the police.

Finding that there was no appropriat­e response by the city police in solving the case, the family of the rape survivor have also lodged a complaint at a police station in Jaipur, Rajasthan, their native city.

Conforming that the officer was suspended, a senior official from Gurugram police said, “On the basis of complaint we have suspended the officer and have started an inquiry. The future course of action will be decided after the inquiry report comes out. Meanwhile, we have deployed senior officials in the investigat­ion of rape case.”

The Gurugram Police had to face heavy criticism last month in the handling of rape case of a gang rape of a 19-year-old mother and the murder of her eight-monthold daughter.

The case had resulted in Sandeep Khirwar, the Gurugram Police Commission­er acknowledg­ing the shortcomin­gs and that there were lapses by the police in handling the case and the corrective measures will be introduced.

There has been a huge increase in the sexual crimes against women this year.

Not only the women but even minor have been raped and then murdered.

Besides rape, there has also been increase in cases of molestatio­n and sexual harassment through means of social media.
