DVDB to look after civic works in rural, urban villages

NEW DELHI: The Delhi Cabinet on Monday approved setting up of Delhi Village Developmen­t Board (DVDB), which will look after civic works in both rural and urban villages in the national capital. At a press conference, Delhi Developmen­t Minister Gopal Rai said the DVDB will subsume the Delhi Rural Developmen­t Board (DRDB) meant for carrying out developmen­t works only in rural villages.

The decision was taken in a Cabinet meeting, chaired by Chief Minister Arvind Kejriwal on Monday, he said, adding all 300 villages in the national capital will come under the purview of the board.

Rai said the Board had been allotted Rs 600 crore.

The minister said the move was aimed at developing villages in urban areas also, as the Rural Developmen­t Board did not have the mandate to conduct developmen­t works in urban villages.

The DVDB will look after both the Urban as well as the rural villages. The DVDB will look after constructi­on of approach roads, link roads and village roads, developmen­t of ponds & water bodies, developmen­t of cremation grounds, parks, playground­s, village libraries, vyayamshal­as, drainage facilities, chaupals, baratghars, community centres and other need based works like drinking water facility, street lights etc.

The Board will have the Minister for Developmen­t, Delhi Government as its Chairperso­n; two MLAS to be nominated by the government as Vice-chairperso­n. All Delhi Ministers, all Delhi MPS, all Delhi MLAS, Zonal Chairperso­ns of all MCDS, Chief Secretary among several other officials would be the member of the board.

"DVDB will constitute Village Developmen­t Committees (VDCS) for assistance in carrying out baseline survey of the villages to assess the facilities available, facilities required and identifyin­g the priority areas for developmen­t works,” he added.

“The VDCS would comprise 21 members who would be nominated by the local MLA. These members would function purely on voluntary basis,” said Rai.

For coordinati­on between VDCS and MLAS, a 16-member coordinati­on committee would be formed. The Coordinati­on Committee will have a Chairman and a Co-chairman, who would be the two independen­t members of DVDB. The Coordinati­on committee members would not be entitled to any remunerati­on.
