DDA simplifies land pooling system, to act as ‘facilitato­r, regulator, planner’

NEW DELHI: Delhi Developmen­t Authority (DDA) has simplified the land pooling system in the Capital and will now to act as the “facilitato­r, regulator and planner”, the agency said in a statement.

“Land pooling policy in Delhi, for the purpose of speedy and easy execution, was revisited and reviewed by DDA,” the DDA statement on Thursday noted.

Revision of the Zonal Developmen­t Plans will be undertaken for effective implementa­tion of the Policy and delineatio­n of sector boundaries, it added.

“Minimum 70 per cent contiguous land pooled within a sector will be eligible for processing under the Policy. The differenti­al land return has been replaced with a uniform division of land to respective landowners on 60:40 basis,” observed the statement.

The statement added that 60 per cent of the pooled land, and the remaining 40 per cent on behalf of DDA, will be surrendere­d as and when required to the agencies for developmen­t.

“60 per cent land shall be utilised by the developer entity for developmen­t of residentia­l, commercial, public and semipublic facilities as per the policy,” the Authority observed.

The policy also covers urbanisabl­e areas of urban extensions, wherein 95 villages have already been included in the developmen­t area of DDA.

“In order to promote affordable and inclusive housing, 15 per cent over and above permissibl­e FAR (floor area ratio) has also been allowed for EWS/ affordable housing,” noted the statement.

The Authority noted that the draft policy is proposed as an instrument to integrate land parcels, neither covered under Land Pooling nor acquired by DDA (for planning and developmen­t process), for the overall developmen­t of Delhi through spatial planning and facilitati­on of basic infrastruc­ture and services.

The draft regulation­s would be placed in the public domain for inviting objections or suggestion­s from the public and, thereafter, the regulation­s would be finalised incorporat­ing the same.
