Expedite inspection of CCIS: NCPCR writes to states
NEW DELHI: After the horror in shelter homes in Bihar’s Muzaffarpur and Uttar Pradesh’s Deoria was exposed, the National Commission for Protection of Child Rights (NCPCR) has written to chief secretaries of all states and union territories, including Delhi, to expedite the inspection of child care institutions.
Talking to Millennium Post, Stuti Narain Kacker, chairperson, NCPCR, said that soon after these incidents came to its notice, the Commission wrote to all states asking them to check and ensure that proper laws regarding the children are implemented there.
“There should be proper implementation of the Juvenile Justice (Care and Protection of Children) Act and it must also be ensure that such incidents do not happens in the future,” added Kacker.
Sources in the Commission claimed that in these letters, states have been asked to make inspection committees which will conduct detailed probe of every shelter home in the next three months. “We have been alerting the states through letters regarding safety and security of the children,” she further said.
As reported by Millennium Post, a survey conducted by the NCPCR claimed that all over the country, including Delhi, there are more than 1,000 unregistered and over 5,900 registered child care institutions (CCI).
A total of more than 2,00,000 children live there, among whom more than 5,600 belong to a different state, said a source. In Delhi, 65 CCIS were found to be registered, while more than 20 were unregistered. Over 16,000 children are staying in these CCIS.
Unregistered CCIS are prone to violating the rights of children and can even be involved in trafficking or abuse, as the kids living there have no identity and have no record in any concerned government agency.
