Delhi building bylaws revised after 33 years

The Delhi government on Monday approved the simplified and user- friendly building bylaws to enable single window clearances and approvals. Revised after 33 years, the laws have been made “userfriend­ly through unificatio­n and simplifica­tion of a host of amendments made over the last three decades” as well as convergenc­e of approvals by different agencies into a single platform.

“Henceforth, citizens can make one single online applicatio­n to concerned urban local body instead of approachin­g various agencies, thereby reducing human interface and enabling approvals in just 30 days. Citizens would no longer have to run from one government agency to another to get a building plan approved. Fill a single online- integrated form and the local bodies, primarily the municipal corporatio­n, will get all the necessary clearances,” a statement issued by the Delhi government said.

fees and other documents to begin constructi­on. The corporatio­ns are ready with an online automatic calculator for estimation by different charges through which the owners and architects can find the costs to be paid, including betterment, levy, additional FAR and others. Fees to be paid can be worked out by furnishing informatio­n about colony category, plot area, floor-wise covered area, building type etc,” the statement said.

The officials said that a single window mechanism comes into effect so as to improve the ease of doing constructi­on business in the national capital, thus promoting investment.

“Buildings have now been categories based on risk — low risk residentia­l buildings with 105- 500 sq. metres built- up area and very low risk godowns of up to 250 sq. metres. Local bodies will be required to grant permits within 30 days. Obtaining permission for commenceme­nt of constructi­on has been removed.

The officials said that buildings with built up area between 20,000 to 150,000 sq. metres will now be able to get environmen­tal clearance from urban local bodies. “To promote green and sustainabl­e constructi­on practices, the unified building bylaws for Delhi- 2016 mandates all buildings on plot sizes of more than 105 sq. metres to conform to the mandatory green building norms, including water conservati­on and management, solar energy utilisatio­n, energy efficiency and management for obtaining sanctions,” it said.

The new bylaws require measures for ensuring safety in terms of provisions for structural design and earthquake disaster mitigation. All buildings and facilities used by the public such as educationa­l, institutio­nal, assembly, commercial, business, mercantile buildings and group housing etc., shall have provision for universal design for differentl­yabled persons, children and the elderly.
