Action plan to carry out Budget proposals

Assam finance minister Himanta Biswa Sarma has formulated an action plan for the time- bound implementa­tion of Budget proposals for the current financial year.

Pointing out that hundreds of Budget proposals remained unimplemen­ted in the past, sources in the state finance department told this newspaper that the finance minister has come up with an action plan to translate the Budget proposals into reality.

The action plan proposes September 30 as the deadline for the merger of the planning and developmen­t department in the finance department, sources said. The state has also proposed to abolish the distinctio­n between plan and non- plan expenditur­e from the next financial year. The accounting of expenditur­e will be classified broadly under revenue and capital.

Asserting that government will issue notificati­on by September 15 for the setting up of 25 new sub- treasuries in various blocks across the state, sources said the finance department also decided to put all the treasuries and sub- treasuries under CCTV surveillan­ce by January 30.
