Top DU official retained without approval: CAG

Drew more than` 94 lakhs as salary in four years

A CAG ( Comptrolle­r and Auditor General) report has pointed out that a director of the Directorat­e of Hindi Medium Implementa­tion ( DHMI) was retained without authorisat­ion and that she drew a salary of more than ` 94 lakh over a period of four years.

On June 26, 2006, the Delhi University had taken out an advertisem­ent for the post of director for DHMI at usual allowances as admissible under the university rules.

The last date for submitting applicatio­n was August 10, 2006.

A selection committee was constitute­d for the same and it called seven candidates for interview. One candidate by the name of Dr Asha Gupta, who had applied on March 1, 2007, was also considered for this post.

The committee recommende­d her for the post on May 8 in spite of the fact that her applicatio­n was received 7 months after the last date of submission.

An offer of appointmen­t was issued to Dr Gupta on June 27. Notably, she joined as the director of DHMI on September 3, 2007.

As per the university’s Non- teaching Employees ( Terms and Conditions of Service) Rules 1971, the retirement age for the non- academic post is 60 years.

The Executive Council ( EC) of the university, on 27 December, 2007, resolved that the post of director for DHMI may be treated as teaching fraternity and that the retirement age for the same may be raised from 60 to 65 years.

The audit observed that after six years, the university sent this resolution to the University Grant Commission ( UGC) on September 12, 2013, for considerat­ion and approval even though a similar proposal was already rejected by the commission in September 1982. The UGC did not agree to this proposal and requested the university to withdraw the same.

It was also observed that the university did not adhere to the instructio­ns of the commission. Leader of Opposition in the Delhi Assembly, Vijender Gupta on Saturday said that Delhi police should tell why has it not questioned chief minister Arvind Kejriwal and deputy chief minister Manish Sisodia so far for the incident of assault on the Delhi chief secretary.

According to Mr Gupta, 11 AAP legislator­s and V. K. Jain secretary to the CM, who were present at the CM residence during the incident, have already been questioned by Delhi Police. “Delhi police should tell why is it delaying questionin­g of the CM and the deputy CM. The government wants to stress this matter,” claimed Mr Gupta. He demanded investigat­ion of the case by Delhi police without any pressure or fear from any specific quarters and take strict action after investigat­ions. ” This meeting was convened late mind night on February 19 under a conspiracy to threaten and harass chief cecretary for his refusal to release ads in violation of guidelines issued by the Supreme Court but to mislead the people, the agenda of the meeting was stated to be matter of public importance relating to distributi­on of ration. Neither the Food and Supply Minister nor the Secretary of this Department was present in the meeting. Chief secretary, Anshu Prakash, also had nothing to do with this department directly,” said Mr Gupta. Mr Gupta alleged that anarchic and chaotic behavior of AAP to destroy democratic structure must come before the people and it is clear from the government messages to the officials through the misdeeds of AAP government that they will meet this fate if they failed to perform illegal acts as per wishes of AAP leaders.

“Such incidents of violence against them will continue. As leader of opposition, I have been got attacked from AAP legislator­s at CM’s Residence. I also received threats for on twitter from AAP activist Dilip Kumar for which a report was lodge with Parliament Street police station. These people are assaulting officials themselves and at the same time accusing these officials for assaulting them,” Mr Gupta added.
