2.42cr paid to excess DU staff: CAG

◗ A casual scrutiny of records reveals DU has outsourced office attendants, unskilled labour, security guards, driver and safai karamcharis in excess

The Delhi University claiming that it was short staffed in reality has Group C employees who are overstaffed, the Comptroller and Auditor General ( CAG) report has revealed.

According to the report, the excess staff cost 2.42 crore to the government exchequer ( in terms of salaries etc)

The CAG report said: “The government has permitted the ministries and departments to hire employees from private agencies or public sector units in order to meet the shortage of staff/ employees up to Group ‘ C’ posts, subject to the condition that the number of posts to be outsourced are equal to the number of vacancies in the grade post against the post sanctioned.”

However, a casual scrutiny of records has revealed that the university has outsourced office attendants, unskilled labour, security guards, driver and safai karamcharis in excess through the outsourcing agency, the report added.

During the year 2013- 14, a total of 66 excess posts were created and they were paid in excess to the tune of 67,71,600.

While the CAG statement further said, “From the period April 1, 2014 to December 12, 2016, a total 46 excess posts were created and a sum of 1,74,24,000 was paid.” From the details given to the CAG, it has become evident that the varsity had incurred unauthorised or excess expenditure of 2.42 crore on account of outsourcing excess staff.

The reasons for engaging employees in excess of the sanctioned strength may be explained to the audit.

It is suggested that in future the engagement of staff through outsourcing may be restricted to the sanctioned strength only.

The reportr made it clear that the university had incurred an expenditure of 2.42 crore up to December 12, 2016.

The CAG report also reiterated that in future, the engagment of staff through outsourcing may be restricted to the sanctioned strength only.
