North corporation seals hospital in Yamuna Bazaar
■ Building of hospital was being raised on Yamuna floodplains
In a major sealing action, the North Delhi Municipal Corporation on Saturday sealed the Sant Parmanand Blind Relief Mission Hospital in Yamuna Bazaar area.
According to a senior civic official, the sealing action was taken by the Zonal department of City — Sadar Paharganj Zone at property number 1, 2 and 3 ( Sant Parmanand Blind Relief Mission Hospital) at park area, Yamuna Bazar with help of police force from Kashmere Gate police station.
The building plan of the hospital was sanctioned by the building department headquarters following the recommendations of the building plan committee on August 19, 2014 with the condition that the applicant, owner or builder shall submit the attested copy of the NOC from DDA, failing which the sanction so accorded shall become infructuous.
“The National Green Tribunal ( NGT), meanwhile, in its order dated January 13, 2015 directed the concerned agencies to prohibit carrying out any construction activities in demarcated flood plains of Yamuna ( Zone ‘ O’). Thereafter, the construction at the aforesaid property was blocked and remained under hearing before the competent authority,” said a senior official.
The North Delhi Municipal Corporation pursued the matter for the necessary clearance from the DDA, which was ultimately clarified by the DDA on April 16, 2018 that the construction activity on the demarcated flood plains of Yamuna ( Zone ‘ O’) cannot be allowed and as such as such these building plans sanctioned be revoked.
“The North Corporation initiated the revocation of the building plan and sealing action proceeding under the provision of DMC Act.
Subsequently, the building plan committee of the corporation on June 21 revoked the sanctioned building plan and the zonal department concluded the hearings under the provisions of DMC Act and passed the demolition and sealing orders thereby treating the entire construction at aforesaid site as unauthorised, zonal building department executed the order and sealed the entire property today,” he added.
