NHRC issues notice to govt, police, seeks report on rape

The National Human Rights Commission ( NHRC) issued notices to the Delhi government and the police seeking a detailed report on the alleged rape of a Class 2 student of a New Delhi Municipal Council ( NDMC) school in the upscale Gole Market area by an electrician on the school premises. The Delhi Commission for Women ( DCW) too issued notices to the police and the school’s authority, asking them to inform it about the safety measures at the institute.

Taking serious note of the reported incident which took place on Wednesday, the NHRC observed that it indicates “negligence” by school authorities and amounts to violation of human rights of the victim.

“The incident is reported to have happened in a government school. Being the custodian of the students, the school authorities are responsible for the safety and security of its students, especially the girl students. Prima Facie the incident indicates towards negligence by the school administration,” the NHRC observed.

It has issued notices to the Delhi chief secretary and the commissioner of police calling for a detailed report in the matter within four weeks. The chief secretary has been asked to also inform whether all the guidelines and directions issued by the authorities for the safety of the students are being followed by the schools in Delhi.

The NHRC also feels that there should be a State Human Rights Commission in Delhi to deal with such cases.
