“We must also care for the unity and integrity of the country... Some people debate — I have freedom, I will do this, I will do that. I will celebrate this man, Afzal Guru. We have no problems in celebrating anybody, but if you want to celebrate someone who wants to destroy Parliament, someone who wants to attack the Constitution, is it a celebration?,” Mr Naidu asked the gathering.

Mr Naidu, who is also the Rajya Sabha chairman, stressed that for a successful democracy, rules and regulations were important.

“Dissent is agreeable but not disintegration. You have no right to attack the integrity of the country. Debate, discuss, dissent, not disrupt. This applies to parliamentarians also,” he said. The national capital’s air quality remained in the “very poor” category due to slow wind speed and high humidity on Monday. According to the Central Pollution Control Board data, the overall air quality index ( AQI) was recorded at 322, which comes under the “very poor” category. The data said that 14 areas in Delhi recorded “very poor” air quality and 14 recorded ‘ poor’ air quality.

On Monday, the PM2.5 — particles in the air with a diameter of less than 2.5 micrometres — level was recorded at 167, while the PM10 level was recorded at 307. An AQI between 0 and 50 is considered “good”, 51 and 100 “satisfactory” and 101 and 200 “moderate.”

Air quality is “very poor” and is expected to remain in the same category for the next three days, the Centre- run System of Air Quality and Weather Forecasting ( Safar) said.
