ACP ends life by jumping off police HQ’s building

A 55- year- old assistant commission­er ( ACP) of Delhi police committed suicide by jumping off the 10th floor of police headquarte­rs at ITO on Thursday morning.

Police said the deceased has been identified as Prem Ballabh, posted in the crime and traffic wing of Delhi police. He jumped off the 10th floor at around 10: 10 am.

They added he was posted in a secretaria­l branch in police headquarte­rs. He was reportedly admitted to a hospital in recent past and underwent treatment.

However, the family claims that he used to have anxiety attacks and was undergoing treatment for it.

Police have recovered a handwritte­n note purportedl­y written by the ACP in which he has written that nobody is responsibl­e for his death.

Police staff deployed on the ground floor heard a loud sound and rushed out to see the body near the entrance of the building and informed the senior officials.

“The body was taken to a nearby hospital where he was declared brought dead on arrival. While preliminar­y enquiry has revealed that the ACP was under depression. He was also undergoing treatment for some illness and had spent some time at GTB Hospital,” said Rajesh Khurana, joint commission­er of police ( Central Range).

Police said that Ballabh spent 28 days recently at a government hospital and rejoined work just five days ago after medical leave.

Ballabh was from Uttarakhan­d’s Almora and stayed with his family in Delhi’s Maujpur area.

According to Kamal Sharma, the deceased's brother, he had been having anxiety problems for almost eight years.

“However, all his reports during the 28 days’ break he took were reported normal by the doctors. The family did not have financial issues while he had good relations with his wife and kids,” said Sharma.

Police said that Ballabh had joined Delhi police as head constable in 1986 and was promoted to the rank of ACP in 2016. The noose seems to be tightening around Delhi health minister Satyendar Kumar Jain with the Centre giving permission to the CBI to prosecute him in a case related to the alleged possession of assets disproport­ionate to his known sources of income.

According to sources, the ministry of home affairs has “granted sanction of prosecutio­n to prosecute Satyendra Kumar Jain in a case registered by CBI in August 24, 2017 for acquiring assets disproport­ionate to his known sources of income”.

The move is set to deteriorat­e the already strained relations between the Aam Aadmi Party ( AAP) government and the BJPled Central government. Chief minister Arvind Kejriwal reacted strongly to the developmen­t claiming the case was registered against Jain as he was working for the regularisa­tion of city’s unauthoris­ed colonies. Kejriwal also alleged that the BJP is an “enemy” of the people of Delhi.

“It has been alleged that the minister, while functionin­g as a public servant, has amassed assets disproport­ionate to his known sources of income to the extent of 1.62 crore ( approx) during the period of February 14, 2015 to May 31, 2017. His wife and associates have allegedly abetted the commission of the offence,” a CBI spokespers­on had said after the FIR was filed against Jain last year.

While seeking the sanction to prosecute Jain, the CBI has alleged that Jain allegedly purchased 200 bighas of agricultur­al land in the names of companies controlled by him in Delhi during the last five years and “laundered black money” to the tune of several crore of rupees.

The case was registered by the CBI against Jain, his wife Poonam, his alleged associates — Ajeet Prasad Jain, Vaibhav Jain, Sunil Kumar Jain and Ankush Jain. Four companies — Prayas Info Solutions, Akinchan D e v e l o p e r s , Managalyat­an Projects and Indo Metal Impex Pvt Limited — were also named in the FIR.
