Delhi’s Electric Vehicle Policy will provide `1.5L incentive

Incentives of up to `1.5 lakh for cars ■ `30K benefits for autos & 2-wheelers

The Aam Aadmi Party government on Friday launched Delhi’s Electric Vehicle Policy under which it will waive registrati­on fee, road tax, and provide incentive of up to `1.5 lakh for new electric cars. The policy, which aims to reduce pollution and generate employment opportunit­ies in the national capital, also provides incentives of up to `30,000 for autos, e-rickshaws, two-wheelers and freight vehicles.

Chief minister Arvind Kejriwal termed the policy as “progressiv­e” and said the Delhi government expects that 5 lakh new electric vehicles will be registered in the capital in the next 5 years. The aim of the policy, he said, is for Delhi to have 25 per cent electric vehicles by 2024, which currently is just 0.29 per cent.

Delhi is the first region in the country to have a dedicated policy to promote electric mobility. The AAP government had announced the EV policy in 2018 and it was passed by the Cabinet last year after long deliberati­ons with experts. The policy will be valid for three years, following which it will be reviewed.

Mr Kejriwal said his government will also set up 200 charging stations in a year to ensure that people driving these vehicles can get a charging station within a radius of three kms.

The AAP government, on Friday, notified the electric vehicle (EV) policy, which aims to reduce pollution and generate employment opportunit­ies in the national capital.

Under the policy, the government will provide incentives of upto `1.5 lakh for the purchase of new electric cars. An incentive of up to `30,000 will be provided for autos, e-rickshaws, two-wheelers, and freight vehicles.

This makes Delhi the first region in the country to have a dedicated policy to promote electric mobility.

The AAP government had announced the EV policy in 2018 and it was passed by the Cabinet last year after long deliberati­ons with experts and considerin­g public feedback. The policy will be valid for three years, following which it will be reviewed.

The incentives being provided by the Delhi government will be in addition to the subsidies offered by the Centre through the FAME II [Faster Adoption and Manufactur­ing of (Hybrid) and Electric Vehicles] scheme. Along with all these, the Delhi government will also waive off road tax and registrati­on fee on all new EVs.

The Delhi EV policy includes a scrappage policy that will offer purchase incentive when a customer will scrap an old ICE (internal combustion

engine) vehicle and purchase a new electric vehicle. This makes Delhi government the first to announce a scrappage policy in the country.

Chief minister Arvind Kejriwal said, “We are also going to give a scrapping incentive for those wanting to exchange their petrol or diesel-run vehicles. In the country, this is the first time that scrapping incentive is being given.”

The government will also establish a State EV Board which will be chaired by the city transport minister. A dedicated cell will be tasked with the execution of the policy and a separate fund will be created to finance it.

In order to amplify the usage of EVs, the government will also be working on the infrastruc­ture developmen­t as well and expects 5 lakh vehicles to be registered in the next five years. It is also planning to set up 200 charging stations in one year and install an electric station every 3 km.

Underlinin­g the need to have more EVs on Delhi roads, Mr Kejriwal said that the need to have clean mobility is crucial in the battle against pollution.

He said, “We have worked towards bringing down pollution by 25 per cent but we are not satisfied. The lockdown period revealed clear skies and now that we are moving back towards normalcy, we don’t want that kind of developmen­t that contribute­s to pollution.”
