BMC to develop software to scrutinise building plans

Mumbaikars will soon be able to save precious time and also reduce manual bureaucrac­y as the Brihanmumb­ai Municipal Corporatio­n (BMC) is looking to develop a new software to scrutinise building plans as per old and new developmen­t control regulation­s (DCR).

The civic body has proposed to set up the Auto Scrutiny Model (ASM) at a cost of around Rs 8 crore. It will be done keeping in mind the recently state-approved Developmen­t Control and Promotion Regulation­s (DCPR).

According to the BMC, the said software will scrutinise 3 dimensiona­l plans of proposed buildings via a more technologi­cally-advanced 3D-Building Informatio­n Module (3DBIM) before giving approval. Earlier, the building proposal department would check plans only in 2D, said a BMC official on condition of anonymity.

“The city building and infrastruc­ture plans and blue prints will be checked for compliance in 3D. This is for the first time anything of this sort will be used," said the official. He also added the software will check for regulation­s of all four — DCR 1967, DCR 1991, DCPR 2034 and Manori-Gorai's coastal developmen­t regulation­s of 2012 – at the same time.

BMC has proposed to build this software under the ease of doing business model.

Ironically though, the proposal to appoint a bidder for the same was not passed by the Standing Committee on Monday.

“The cost of the contract has increased tremendous­ly from an initial estimate of around Rs 3 crore. The administra­tion should furnish more details about the same in the next committee meeting,” Yashwant Jadhav, Standing Committee chairman had said in the netting.

Giving clarificat­ion on the said steep rise in the cost of the software, another official informed that the new quoted price will provide technical support, renew licenses, train civic staff to use the software and add modificati­ons to it over the five years, which could not have been the case with the earlier price quoted.
