The redevelopment of the Nariman Point hostel meant for MLAs and MLCs is likely to begin by the end of 2021. This would be if the expected response is shown by bidders in the tender floated for the second time, said a senior Public Works Department (PWD) official. The tender of nearly Rs 900 crore has been reinvited by the PWD, which is the implementing agency for the Manora Hostel.

The said tender is to prequalify agencies interested in the project, of which the PWD will select the efficient and competitive ones. Thereafter, a pre-bid will be held and final tender for work will be called to select one of them. The project will be carried out in the EPC (Engineering, Procurement and Construction) model.

According to the PWD, the second tender has been issued following a cold response from the bidders. The official said that the second tender last date is September 18. Also the earnest money deposit has been reduced to Rs 2.5 crore (0.25 per cent ) from the previously proposed Rs 4.5 crore (0.5 per cent) of the total project cost.

Meanwhile, the PWD also sent a revised floor space index (FSI) proposal to the Mumbai Metropolitan Region Development Authority (MMRDA) on August 27. The MMRDA is the planning authority of the area. The official quoted earlier said, “Nearly 40 per cent of the MLA hostel land falls in CRZ ambit. For this area, as per the CRZ norms, 1.33 per cent FSI is acceptable. For the rest of the 60 per cent, 5.4 per cent of FSI is acceptable. Therefore, a revised proposal has been sent." He said the PWD is waiting for the Centre’s notification on CRZ clearance and if that is received on the entire land parcel, 5.4 per cent FSI will be used for project implementation. Then again a revised proposal will be sent to MMRDA seeking permissions, he said.
