‘Horrendous’ care at Belfast home since 2014, Swann told

l November 5, 2014: RQIA inspects the home after concerns raised by Belfast Trust. Management summoned to serious concerns meeting on November 13.

l December 9, 2014: RQIA inspects the home and holds serious concerns meeting with management. Three failure to comply notices and 15 requiremen­ts issued.

l February 23, 2015: RQIA inspection finds home has not raised standards sufficient­ly in relation to two of the failure to comply notices and gives additional time to address concerns.

l March 25, 2015: RQIA inspects the home and finds it has still not raised standards sufficient­ly in relation to the two failure to comply notices. It proposes imposing conditions on the home’s registrati­on following a serious concerns meeting on April 2.

l May 5, 2015: RQIA visits the home and finds adequate measures have been put in place to halt enforcemen­t action.

l December 14, 2016: RQIA inspects the home eight days after a whistleblo­wer makes a series of allegation­s about poor treatment of residents. The concerns are referred to the adult safeguardi­ng team at Belfast Trust. Runwood Homes attends a meeting with RQIA as a result.

l April 13, 2017: Runwood Homes attends serious concerns meeting with RQIA after inspection on April 5. No enforcemen­t action taken.

l May 11, 2018: RQIA inspects home after anonymous source raises serious concerns. No enforcemen­t action taken. l June 28-29, 2018: RQIA inspects home and is concerned aspects of care and service is below minimum standard. Serious concerns meeting held on July 4 and RQIA accepts assurances from Runwood Homes.

l August 24, 2018: RQIA inspects home after concerns are raised by the Belfast Trust. No enforcemen­t action taken.

l January 30, 2019: RQIA inspects home and issues a second warning over the practice of using communal underwear for residents.

l April 5, 2019: Belfast Trust alerts RQIA to concerns about patient care at Clifton Nursing Home.

l April 18, 2019: RQIA inspects the home and finds a number of areas of concern, including a breach in a regulation relating to infection control. The home is given until May 18 to address the failing. l October 2, 2019: RQIA inspection discovers home is still in breach of infection control regulation. It extends the deadline for compliance to November 3.

l March 3, 2020: RQIA inspects the home and issues a third and final warning to address infection control failings, with a deadline of March 17.

l April 24, 2020: Stormont minister Nichola Mallon writes to Health Minister Robin Swann to highlight Covid-19 safety concerns among staff at Clifton Nursing Home.

l May 15, 2020: RQIA visits the home and highlights number of concerns, including relating to infection control. Home issued with failure to comply notice on May 20.

l May 21, 2020: RQIA inspects the home. The findings have not been made public.
