Wide range of motions up for discussion

A dozen motions are up for discussion at next Monday night’s County Convention in Aughrim.

The motions range from dealing with concussion to having an independen­t timing clock at at inter-county games in football and hurling with all sorts of shennaniga­ns in between.

Annacurra, Valleymoun­t, Bray Emmets, Éire Óg Greystones, and Hollywood are the clubs who proposed the motions to be discussed at the Convention with a range of other motions also submitted for the first County Board meeting of 2020

MOTION 1

Concussion Protocol: Adult county players suspected of having a concussion, must have adequate rest of at least 24 - 48 hours and then must follow a gradual return to play (GRTP) protocol.

Players must receive written medical clearance (from a doctor) and present to the person in charge of the team before returning to full contact training.

Adult players should not return to full contact training/matches for at least I week from when the injury has first been diagnosed.

(The GRTP should take at least seven days for adult players).

County players under the age of 18 suspected of having a concussion must rest for a minimum of 48 hours and then must follow a GRTP protocol.

Players must receive written medical clearance from a doctor) and present to the person in charge of the team before returning to full contact training.

Players under the age of 18 should not return to full contact training/matches for at least two weeks from when the injury has first been diagnosed.

(It is recommende­d that the GRTP should take at least 14 days for players under the age of 18).

A graduated return to school/ education strategy is also necessary.

Communicat­ion between the doctor, parents and teachers is essential so that a flexible individual­ised plan allowing incrementa­l progressio­n from daily activities, school activities, return to school part time and return to school full time be implemente­d.

No player should return to competitiv­e sporting activity prior to being cleared to return to school.

To amend rule 3.19 (k)(i) that County Board Delegates should serve a maximum of two threeyear terms

County Youth Committee Is set up under rule 3.20( x ) of the Official Guide in addition to the current Coiste Condae CillMhanta­in CLG Byelaw no 3 (i).

The youth committee shall have its own competitio­n control committee (CCC) and a disciplina­ry committee (the members be approved by a full County Committee).

It shall submit for approval to the county committee all its match regulation­s for any competitio­n under its control on an annual basis for approval.

Once approved these regulation­s shall not be altered throughout that year.

To amend county Bye Law no 3 (i) to Youth Committee; Functions in accordance with 3.19 (l) TO 2019 “the rest of the existing bye law is unchanged. So, we are deleting 3.20(x) and inset 3.19 (l).

Clubs who have not paid affiliatio­n and insurance, or who are not in a payment plan with the county board are not allowed to vote at any county board meeting after April 30 each year, to include Coiste na nÓg also.

Should payment not be made in full before convention commences that year, then that clubs voting rights be suspended for that convention.

The circulatio­n of minutes of Coiste Banisti meeting and previous County Board meetings are presented to the clubs seven days prior to the next county board meetings.

MOTION 9

All hurling and football competitio­n draws organised by the county committee or subcommitt­ee shall be made in the presence of Quorum of the organizing committee.

The competitio­n draw shall be supervised by the senior member of committee present in accordance with practices and systems detailed in T.O. and county bye laws and code of practice where applicable.

Failure to comply with the byelaw shall cause the competitio­n draw to declared void and shall be made in accordance with the bye-law.

The county by-laws be amended to include a Code of Conduct in accordance with T.O. 1.14.

‘The County Committee shall adopt a code of conduct for officers, members, players, parents/ guardians, mentors, supporters, match officials, teams, units and non members, defining appropriat­e behaviour and practices.

The code shall specify the disciplina­ry procedures to be applied for breaches of the code.

This rule shall give and constitute authority for the carrying out of all functions and actions in accordance with the code’.

The Code of Conduct should be drafted within three months of convention and ratified by the County Committee no later than March 2020’.
