Appeal to Bolies infill plan
AN BORD PLEANALA is expected to make a decision on October 24th next into appeals over a planning application for infilling of lands at Bolies, Kilsaran, for up to 96,000 tonnes of suitable waste; comprising of stone, concrete and soil. It will be over four years. The infilling will also be subject to a Waste Facility Permit.
Louth County Council granted permission for the project - which also includes a new entrance - but the application received a number of submissions/objections, especially in relation of narrow roads in the area.
It is envisaged that 4 to 5 lorries a day will be using the road. Conditions in line with the council’s approval include no work to start until a vehicle wheel wash is constructed to prevent mud and debris being carried onto the public road. Materials are restricted to concrete, stone, subsoil, topsoil and any mixture of those.
On completion of the land filling, the vehicular access to the site shall be closed, and the roadside hedge reinstated. There is also a need for adequate visibility, 75m either side of the proposed entrance.
A number of submissions have been made in relation to it, with concerns that the road is too narrow, the development accordingly causing a traffic hazard, while there is a pond on the site with one application stating that ‘ this site has become a natural habitat for ducks and other waterfowl and it will be irrevocably damaged’.
There is also a claim that the junction between the N33 and the Stabannon road is highly dangerous.
An application for an infill site at Drumcashel, Stabannon is also presently under consideration by Louth CC.
