MOTIONS DOWN FOR CONSIDERATION AT GAA’S ANNUAL CONGRESS
A motion from the Club Players Association concerns voting transparency at Congress, asking that each delegate’s vote be announced, displayed and recorded in the minutes. It’s sponsored by St Mary’s Rosslare, the club of CPA fixtures coordinator and former Wexford manager Liam Griffin.
FROM CENTRAL COUNCIL
Motion 1: To prohibit the sponsorship by a betting company of any competition, team, playing gear or facility
FROM RULES ADVISORY COMMITTEE
Motion 10: To expand the lower category of playing infractions to include ‘minor physical interference (eg ‘laying a hand on, pushing, pulling or jostling) with an opposing team official either on or off the field of play’. Worthy of a one-match ban.
Motion 11: That the Competitions Control Committee can only revisit a disciplinary issue if the referee hasn’t already adjudicated on it.
Motion 13: That a member deliberately giving false evidence in a disciplinary hearing shall be guilty of misconduct considered to have discredited the association.
FROM UNITS
Motion 1: That any manager, coach or selector involved in a club has to be a paid-up member of that club. Motion 4: That each delegate’s vote be announced, displayed and recorded in the minutes. It relates to voting accountability and stems from the Club Players Association. Motion 6: That Central Council would have the power to authorise international units to allow their grounds to be used in the manner of Croke Park — that is for games other than those controlled by the association, such as rugby or soccer. Motion 8: Limiting the special eligibility of top tier players in hurling to the Nicky Rackard and Lory Meagher Cups. This means teams in the Joe McDonagh Cup (Tier 2) or Christy Ring Cup (Tier 3) wouldn’t be able to call on outside players as currently allowed. Motion 11: To change the rules of eligibility for the new Under 20 football championship so that senior listed players who don’t see action can still play in the underage grade. Motions 12: To make the Under 21 hurling championship an U20 competition. Motion 13: That hurling would mirror the Under-20 football competition in listed senior players being ineligible
