THE new law would also make it an offence for car owners to allow a learner drive use their vehiclewhile unaccompanied.

Gardaí would have the power to seize cars from lone drivers in the hope it will force parents not to let older children borrow their cars if they don’t have a full licence.

The change has been dubbed the ‘Clancy Amendment’ in honour of mother and daughter Geraldine and Louise Clancy who were killed following a collision with a car driven by a lone learner driver in 2015.
