What Fine Gael wants in deal

■ On a phased basis, USC and PRSI will be merged;

■ The higher entry point for income tax to be raised to €37,500 by 2020;

■ Auto-enrolment pension to be in place by 2022;

■ Put €2.5bn in the Rainy Day Fund;

■ Moderate increases to Property Tax;

■ Increase old age pension and social welfare payments by at least the rate of inflation;

■ Resolve issues over pay for new entrants to public sector jobs;

■ Apply rent increase restrictio­ns to student accommodat­ion;

■ Negotiate a new GP contract;

■ Increase third-level funding by €50m; ■ Increase carbon taxes; ■ A Dublin’s Citizens’ Assembly to examine options for local government reform;

■ The Earned Income Tax Credit for the selfemploy­ed and Homemakers Tax Credit will be raised to match that of the PAYE Credit over the next two budgets;

■ Carry out a new survey of domestic and gender-based violence;

■ Seek all-party consensus on increasing Overseas Developmen­t Aid;

■ Expand and further develop the Affordable Childcare Schemes;

■ Continue to expand access to free GP care to more children;

■ Ensure at least 25,000 new homes are built in 2020, increasing to 35,000 per year from 2021;

■ Establish the Land Developmen­t Agency to better utilise State-owned lands, develop strategic land banks and support affordable housing;

■ Effect the Sláintecar­e Implementa­tion Plan and associated legislativ­e reforms of the HSE;

■ Increase capitation paid to schools.
