Although GAA president Larry Mccarthy said that “we will revisit this very, very quickly” given the appetite for change, he cast doubt as to whether a new proposal will be on the table on time for Annual Congress in February.

“I’m not so sure we’ll have something for February but there’s a mood for change in the majority and every speaker said they’d like change,” said Mccarthy. “In a lot of cases it just wasn’t the change that was proposed but there’s certainly a mandate there for change.”

But Parsons (right) insisted that another motion along the lines of Proposal B should be on the table in four months’ time.

He said: “If it takes burning the midnight oil and getting in a room all day on a Friday, Saturday and Sunday, I think out of respect for the amount of effort the players put in in having these conversations with county executives and managers, and the amount of debate, don’t tell me we can’t come to next February with stronger proposals.

“We’ve got a proposal that got the majority today that sparked huge interest and conversation. It’s the foundation to something. Not all the work is undone because it didn’t pass. Personally, I wouldn’t accept it’s not on the table for February. I expect when we consult with our players they won’t accept that something is not on the table in February and ready to be implemented in 2023.”

The former Mayo star did add that another Special Congress in 12 months’ time may be acceptable.
