COUNTY SFL RULES

-

•No re-arrangemen­t of games will be allowed after Monday 5pm prior to each round of the league, except in exceptiona­l circumstan­ces.

•Penalties for non-playing of games to be decided by the CCC.

•In event of clash of colours, home team must change.

ELIGIBILIT­Y

•Players’ status for leagues is decided by “First 15” as passed by relevant Divisional Committee and approved by County C.C.C.

•Monitoring of “First 15” lists will be on-going.

PROMOTION AND RELEGATION

•In Divisions 1 to 4 in football – bottom 3 teams will be relegated.

•In Division 2 to Division 5 in football, top 3 teams will be promoted.

•Fixtures fulfilled will be taken into account when deciding placing, where teams finish level on points.

•In the issue of Promotion and Relegation; teams not fulfilling fixtures will be dealt with as follows: (Note - This is only applicable to the team that fails to field, not the opposition)

PROMOTION In the event of teams finishing level on points, the team with most fixtures fulfilled will be promoted.

RELEGATION In the event of teams finishing level on points, the team with least fixtures fulfilled will be relegated. Where teams finish level on points having played same number of fixtures, a play-off will determine final placings regarding promotion, relegation and qualificat­ion for Division 1 Final. In SFL Division 1, the top two teams will qualify for final with the team finishing with most number of points on league table having home venue. Where both teams finish with same number of points having played same number of fixtures, venue will be decided by toss of coin.

POINTS

2 points for a win; 1 point for a draw

‘B’ TEAMS

‘B’ Teams will be treated as independen­t teams for the purposes of fixtures. There is no onus on the CCC or on opposition to facilitate ‘B’ teams in the league. ‘B’ teams will be expected to field on same day as their ‘A’ team if that is required.

POSTPONMEN­T/CHANGE OF FIXTURE

For any request for change of date of a SFL fixture to be successful and subject to the CCC’s overall responsibi­lities as outlined in Rule, the following criteria must be met.

1. Agreement by the opposition.

2. Alternativ­e date agreed before original fixture is changed.

3. Agreement of the CCC.

4. Proposed new date to be reasonably close to original date (2 / 3 weeks maximum)

5. Agreement of relative District Boards where their own fixtures may be affected.

6. Reserve Date for SFL Division 1 - 4 (indicated in Fixtures calendar) will be the default date for games affected by SHC, All-Ireland Club Championsh­ips, Comor tas and other such situations as agreed by the CCC.

VENUES

•First named team has home advantage and is responsibl­e for providing a suitable and properly presented venue.

•If pitch unplayable home clubs are expected to give at least 3 hours notice of any pitch problem. If suitable alternativ­e is not found – home team travels to the opposition. Failure to adhere to this may mean loss of points.

•Last minute weather conditions may result in pitch problems and then the referee must decide if pitch playable.

In the event of a team not fulfilling a fixture

(a) such team must travel to opponent’s venue in the following season (not applicable where there is a new draw for the leagues)

(b) a fine may also be imposed by the C.C.C.

REFEREES

For Senior, Junior and Minor League matches

•It is the responsibi­lity of the home club to pay the referee’s expenses before each game. Failure to do so may result in the club losing home advantage for the next game and to pay double the fees as fine. (League fee is €40.)

•The appointmen­t of referees for all games is the responsibi­lity of the C.C.C.

•If the appointed referee fails to turn up, any neutral referee (i.e. affiliated to Kerry Referees Committee) may officiate. Official lists of all Kerry GAA referees will be made available to all clubs.

•Home teams are to provide refreshmen­ts for the referee and his officials.

•Penalties for breach of match regulation­s to be applied as: (a) per Official Guide; (b) per County Bye Laws/Regulation­s/Decision of C.C.C. 2017.

WHAT IS DEFAULT DATE?

Where a league game is fixed for a Saturday the ‘Default date’ option provides a team with an oppor tunity to change the game to the Sunday if they so wish. However in order to have a game changed to the Sunday - the following procedures must take place. Note: In certain circumstan­ces such as when Kerry is playing or a dual Club is involved default date may not apply. CCC final decision.

DEFAULT DATE PROCEDURES

•Contact opposition no later than the Sunday (midnight) of the weekend before the game.

•The onus is on the club seeking the change to contact by phone the opposition’s club Chairperso­n, Secretary or member of team management. Emails or text messages not acceptable as there may be no cer tainty of message being received before deadline.

•Contacting the County Board seeking the change is not sufficient – must make contact with opposition before deadline and then let County Committee know of any change.

•Failure to adhere to above will mean opposition are under no compulsion to change.

•Changes to Fixtures (i.e. changing game from weekend scheduled on Fixtures Calendar to alternativ­e weekend) – Par ties to be consulted (1) Opposition (2) District Board (3) CCC.

MEDIA OBLIGATION­S

For media purposes (not to be confused with ‘default date’ deadline mentioned above) Monday 5pm prior to Fixtures latest time allowed for any agreed changes unless where an exceptiona­l situation arises. Shor t match repor ts to PRO within five hours of game.
