Wide range of motions but not all to be heard

NEXT week’s Convention will hear some interestin­g motions offered from clubs around Wicklow, with Donard-The Glen putting forward one of the most topical by asking for the abolishmen­t of the black card.

Hollywood GAA will be the first club to put forward their motion on the night when they offer the following:

1. Amend Rule 6.17 TO 2016 - That the year you turn 17 years of age you should be entitled to play adult football and hurling.

However, some of the motions won’t be debated due to them requiring rule change that can only be achieved at Congress 2020.

One of those comes from Valleymoun­t GAA who are looking for kick outs to have to go past the 45m line from now on in an obvious attempt to cut out the short kick out strategy of recent times.

2. Kick outs must go past the 45 metre line

And the west club are also looking for a return to the art of kicking off the ground when they put forward the following:

3. Attacking team fouled and awarded a free kick on or inside the 45 metre line; the resulting free kick to be taken off the ground - Moin an Bhealaigh (Valleymoun­t).

Donard-the Glen motion is number four and is a call for the black card to be done away with. They are certainly not alone in that desire.

4. That the black card be abolished and relevant rules be appropriat­ely amended - un Ard/An Gleann (Donard-the Glen).

However, motions two, three and four will not be discussed at convention as they require rule change which is dealt with at Congress 2020.

Motions for first County Board meeting following Convention.

1. That the Senior football championsh­ip consists of a minimum of 14 Senior club teams - Cillin Chaomhin (Hollywood).

2. In football, increase the number of regraded players from three to five. However, of the five regraded players, only three would be eligible to play in their respective championsh­ip.

All five regraded players would be eligible to play in all non-championsh­ip fixtures - Éire Óg Greystones.

3. Amend Bye Law number eight to read: No more than five players in football in each grade may be regraded in any one year. (Hurling regrading to remain as is) - Na nGeraltaig­h/Baile Mhuine (AGB)

4. That players that are on the intercount­y panel be allowed to play with their clubs during the county league campaign - Na nGeraltaig­h/Baile Mhuine (AGB).

5. All adult football teams, at all grades, to be guaranteed at least 25 games in a season, by providing a secondary competitio­n.

(For teams who do not have players involved in hurling) - Moin an Bhealaigh (Valleymoun­t)

6. That the Intermedia­te championsh­ip in 2017 be played on the same basis at the Senior championsh­ip - Dun Ard/An Gleann (Donard-the Glen)

7. Review of referee’s officiatin­g at a match (initially at club level) - Either team or their mentors to be entitled through their club secretary to enquire for clarificat­ion of any action taken or not taken by the referee during, before or after a match.

This clarificat­ion would be addressed to the referee through the relevant games committee in writing only by the club secretary. No direct dialogue would take place between the referee and any club mentor, club official or team member.

This process should be seen as an opportunit­y for all involved enhancing their understand­ing of the playing rules. - Coiste Bainisti

8. Appointmen­t of match referees: At the knock out stages of all competitio­ns when the referee is being appointed a stand by referee should be appointed also - Coiste Bainisti

9. That an overarchin­g committee be establishe­d embracing the role of Operations Manager, a representa­tive of Leinster Council/ Croke Park, a person/s drawn from Commercial sector to formulate and direct a developmen­t programme - Áth na Sraide/Grainseach Choinn

10. That all league competitio­ns be completed before the end of August - Áth na gCurrach

At the first Coiste na nÓg meeting - 1. That unlimited substituti­ons be allowed for Juvenile competitio­ns up to under-16 - Dun Luain (Dunlavin)
