1988: Henry Lowe, executive director of the Science, Technology and Research Department of the Ministry of Agriculture, wants the Caribbean Examination Council (CXC) to develop a syllabus dealing exclusively with the environment. “There is an urgent need for a well-planned and executed education and training programme in the region,” he says. The objective of environmental education, says Lowe, is to make individuals and communities understand the complex nature of the natural and built environment. He urges the CXC “to begin as a matter of urgency, not only to support technical and vocational environmental education, but to develop a syllabus dealing with the environment at both the ordinary and advanced levels for high and technical schools”. Lowe is delivering the keynote address at the opening of an eight-day subregional training seminar on the incorporation of environmental education into industrial education for the Caribbean. It is taking place at the College of Arts. Science and Technology, Old Hope Road, Kingston.
