Drawing closer to the targets of economic growth, development

- ANDREW HOLNESS Prime Minister

I APPLAUD the efforts of the hard-working men and women from various departments employed within the Jamaica Customs Agency. There have been changes over the years to upgrade the systems and mechanisms in place, but the integrity, service, and good character of the staff has remained unwavering and unquestionable. It is important, going forward, that we recommit to the consistency of curbing corruption, reducing red tape and bureaucratic bungling, and protection of revenues to ensure that we draw closer to the targets of economic growth and development.

SECURITY

In order to achieve the theme, ‘secure business environment for economic development’ we must appreciate that the greatest growth and stimulating activity is making the country safe and secure, not only in terms of public movement, but within the trade environment in which Customs Division plays a most vital role for Jamaica. This, along with reducing the high cost for security measures over time, will significantly improve medium- and long-term productivity, efficiency and effectiveness.

It is important to note the use of technology, which many believe is the end-all solution by itself. It requires a willingness and knowledge of how far advanced the world we live in functions and the need to ensure that we too are competitive in our ability to meet the fast-paced need for delivery of goods and services. Also, we still have many persons who see technology as an appliance instead of a tool for development. Several measures aided by technology like the Automated Systems for Customs Data have helped to create a secure business environment, ensuring accountability is key and corruption is kept to a minimum.

There are some persons who, over time, have come to see bureaucracies as part and parcel of business and find it to be self-serving. They are usually resistant to any attempts to eliminate that stumbling block. The only way forward is the reduction and eventual eradication of corruption and bureaucracy creating a more secure business environment, coupled with significant increases in revenue protection and efficiency to boost economic development.

On this International Customs Day, let us commit to once again making Jamaica the place of choice to live, raise families, do business and retire in paradise, safe and secure.

“... The integrity, service and good character of staff has remained unwavering and unquestionable.”
