‘Islamic countries must adopt moderation policy of Kuwait’

KUWAIT CITY, April 17: Kuwait continues to face many challenges despite its success in protecting the society against extremism due to changes in the region and the entire world, reports Al-Anba daily quoting Minister of Awqaf and Islamic Affairs and State Minister for Municipali­ty Affairs Muhammad Al-Jabri.

Al-Jabri stressed the need for Islamic countries to adopt the moderation policy of Kuwait in order to protect societies from the evils of extremism and terrorism.

He also pointed out that in spite of the privileges offered by the ministry to Imams in mosques, only a few Kuwaitis take on this job.

He clarified the Mosque Covenant is a human product which can be revised and reformed in order to cope with recent changes in the region and in the world.

He affirmed he ministry did a good job in taking action against unlicensed Hajj and Umra caravans which spread in the last few years.

He said the new Hajj and Umra Law punishes those who operate Hajj and Umra caravans without obtaining a license such as one year imprisonme­nt and fine of KD 50,000 maximum or one of these two penalties.

He added the External Donations Committee has started its mission — to offer donations outside the country.

The Minister of Municipal Affairs Mohammad Al-Jabri has sent a letter to the Director of Fatwa and Legislatio­n Department concerning a request presented by an expatriate consultant of Legal Affairs Department demanding monthly payment of KD 1,090 in arrears for a period of five years, adding up to over KD 75,000, reports Al-Qabas daily.

The minister sought legal opinion of the Fatwa and Legislatio­n Department, adding the consultant was hired on August 2012.

According to the letter, the consultant alleged that Decision No. 8/2002 issued on July 1, 2002 by Civil Service Commission amended the previous Decision No. 3/1983 concerning the salaries of Legal Department staff in Kuwait Municipali­ty. Regarded He stressed the same law regarded consultant­s as staff of the Legal Department, so Decree No. 266/2012 was issued on Nov 19, 2012 to pay legal allowance to staff of the Fatwa and Legislatio­n Department with their monthly salaries.

He noted the decree granted 25 percent allowance to those who had not reached the due year of service, while they were to receive the allowance in full upon completing the stipulated years of service. He explained that consultant­s who serve nine years consecutiv­ely are entitled to KD 1,090 monthly, while those completing 12 consecutiv­e years are entitled to KD 1,240 per month.
