MP Kandari submits queries to finmin about PPP Authority
Al-Roumi proposes forming Code of Conduct Committee
KUWAIT CITY, June 24: MP Abdulkarim Al-Kandari has submitted questions to Deputy Prime Minister and Minister of Finance Anas Saleh about the Public-Private Partnership Authority, pointing out that the process of assigning partnership projects to the private sector has been slow.
He said the Public-Private Partnership Law No. 116/2014 aims to create an appropriate investment climate to attract private capital, modern technology and knowledge through the implementation of strategic projects by the public and private sectors. He claimed the authority has been slow despite its announcements about the launching of development projects published in daily newspapers. He added the authority has done nothing but focus on the management of the real estate market.
He requested for the list of all projects that the authority has assigned to the private sector including the start and completion dates, procedures taken from the date of receiving a project until it is assigned to an investor in the private sector, period required to complete these procedures, organizational structure of the authority, number of employees, their positions, cases against the authority and court rulings.
Meanwhile, MP Abdullah Al Roumi has proposed the formation of a parliamentary Code of Conduct Committee to look into the violations or anomalies involving MPs. He said the committee will be chaired by the oldest member.
The bill states the committee shall deal with the following acts of MPs: contravening dignity of parliamentary work, breaching membership conditions, abusing one’s position, violating the Constitution or parliamentary bylaws, tarnishing reputation of other persons or bodies, serious violation of the parliamentary system, and breaching confidentiality of sessions or meetings of committees.
The bill stipulates that an erring MP will be referred to the committee through a decision issued by the Parliament upon the request of the chairman or a written request signed by at least 10 members. The referral decision shall include a statement of the incidents attributed to the erring MP. If one of the applicants is a member of the committee, he shall not be involved in its work.
According to the bill, the committee should notify the MP in writing about the date he needs to appear before it to hear his statement and then the committee shall submit its report to the Parliament within two weeks.
The bill stipulates the following punishments: warning, non-participation in parliamentary delegations both locally and abroad for a period not exceeding six months, non-participation in the work of the Parliament and its committees for a period of not more than six months while the corresponding financial privilege will be suspended within this period, and dismissal from chairperson or rapporteur position in any standing or temporary committee until the end of the legislative round.
