Cultural office provides varied services to Kuwaiti students in France, Malta: Mane’
‘13 obstacles hinder execution of development projects’
KUWAIT CITY, Sept 13: Head of Kuwaiti Cultural Office in France and Malta Adel Al-Mane’ affirmed that the office provides varied services to the Kuwaiti students studying in France and Malta, reports Al-Shahed daily.
He said the office follows up the academic progress of the students and participates in solving the problems they face, indicating that the office covers all European Union countries and France.
Elaborating on the problems that the students face, Al-Mane’ said it is related to the equalization of certificates.
He explained that the French marking system is distinctive. Successful students’ marks range from 10 to 12 out of 20 marks. They do not have an excellent level. The students’ performance levels are categorized as pass, fair, good and very good. In most cases, Kuwaiti students get evaluation of “very good”.
However, when they return to Kuwait, they discover that their evaluation is less than what they expected.
Al-Mane’ indicated that Ministry of Education responded well to this problem by promising to study the issue, revealing that there are 300 scholarship students and others who are studying on their own expense. He advised the students to read the scholarship regulations of the educational institute where they enroll.
Al-Mane’ affirmed the keenness of the office to increase the number of scholarship students who enroll for engineering and medicine courses, indicating that it is not easy to join these specializations as the student has to pass an exam “Concord” which determines the level of the students and their ability to compete with French students.
He revealed that about 1,200 students apply for the “Concord” exam but only 100 are accepted, adding that the exam measures the level of French language of the students as well as their scientific abilities.
Secretary General of the Supreme Council for Planning and Development Dr. Khalid Al-Mahdi disclosed about 13 obstacles that hinder the execution of development projects, reports Annahar daily.

He said the report of the first quarter of 2017/2018 fiscal year revealed that some projects have been launched while others are under construction. Some projects are progressing well while others are being executed very slowly.
