Hayef proposes transferri­ng CSRSIR to MoI

KUWAIT CITY, Sept 28: MP Ali Al-Daqbasi has officially submitted to National Assembly Speaker Marzouq Al-Ghanim the request of 38 MPs to expedite deliberati­on on the report of the Financial and Economic Affairs Committee about the proposal to amend some provisions of Amiri Decree number 61/1976 on the issuance of the Social Security Law to reduce the retirement age.

He urged the government to cooperate with the legislatur­e in approving the proposal which aims to provide employment opportunit­ies for tens of thousands of unemployed Kuwaitis and to allow women to take care of their families.

He said the government should not take any position ahead of the discussion of the proposed amendment, citing the statement of the director general of the Public Institutio­n for Social Security (PIFSS) published in local newspapers recently.

He also stressed the need to look into the human and social aspects of the issue rather than focusing on the economic aspect.

Meanwhile, MP Mohammed Hayef has submitted a bill on transferri­ng the Central System for Remedying the Status of Illegal Residents (CSRSIR) to the Ministry of Interior.

The bill states that all CSRSIR employees will be transferre­d to the ministry with the same employment benefits; in addition to the building, equipment, machines and documents of the agency.

In another developmen­t, MP Abdul-Kareem Al-Kandari explained that the decree on employing the children of Kuwaiti women married to non-Kuwaitis has yet to be implemente­d despite its publicatio­n in the official gazette. He pointed out that this decree prioritize­s the children of Kuwaiti women married to nonKuwaiti­s over the expatriate­s in the recruitmen­t process.

He threatened to use his constituti­onal tools if the concerned minister does not take the necessary steps to ensure immediate implementa­tion of the decree.

On the other hand, Al-Kandari said the minister of public works joined the government through parliament­ary nomination; voicing objection to the minister’s style of appointing the Kuwait University President Professor Hussain Al-Ansari Wednesday received a delegation from the Omani Documents and archives National Authority led by Dr Hamad Bin Muhammad Al-Doyani to discuss ways of enhancing collaborat­ion for future scientific and cultural events.

He claimed some qualified people were appointed to various posts but the minister wants to remove them. He warned that he will deal with the minister for firing qualified and competent Kuwaiti workers.

Meanwhile, the Director-General of the Public Institute for Social Security Hamad Al-Humaidhi said the proposed amendments to the

Social Security Act, which call for reduction in the retirement age will cost the institute about KD 4 billion, reports Al-Jarida daily.

Al-Humaidhi said the third chapter of the fund, which is affected by these amendments, is unable to bear any additional burden and a number of the remaining funds will be substantia­lly affected by such amendments.

He pointed out any fundamenta­l

amendments to the pension system are supposed to be based on specialize­d technical studies that deal with all aspects, including their consequenc­es, in addition to taking into account the nature of the social security system.

He pointed out determinin­g the age of retirement is a duty required to ensure that the funds continue to fulfill their mission and achieve their objectives in public interest.
