Plan on issue of lack of judges referred to SJC
Kuwaitization in focus
KUWAIT CITY, Nov 13: The plan introduced by the Head of the Court of First Instance Dr Adel Buresli on the issue of lack of judges has been referred to the Supreme Judicial Council (SJC), reports AlJarida daily. The 10-year plan centers on the Kuwaitization of the judiciary at all levels including human resources which require the appointment of at least 90 law researchers per year in prelude to appointing them as Public Prosecutors.
The plan also talks about the promotion of 50 Public Prosecutors as judges in May of each year.
The plan pointed to referring half the judges promoted as counselors to the Court of Appeals in addition to delegating 10 of the judges to work at the Court of Cassation in addition to their basic job.
The plan also includes transferring 5 counselors from the Court of Appeals to the Court of Cassation every year.
According to the plan for two consecutive years judges will not be hired from outside. This is in addition to carrying out an integrated plan to overhaul all the circuits at the three courts.
The plan also stressed on the importance of forming a unit for research and studies at each court in order to match the laws to execute the Kuwaitization plan.
The plan points out to forming the disputes settling committees which will be tasked with settling labor, rent and agriculture disputes in order to reduce the number of lawsuits. Those committees will be attached to each ministry and they will be headed by former judges.
