‘20,000 absconding reports, 16,626 manpower complaints filed in 2018’
35,000 citations issued against cafes, hawkers in raids

KUWAIT CITY, Feb 9: About 20,000 absconding reports were filed against expatriates in 2018, says Deputy Director General for Manpower Protection Affairs at Public Authority for Manpower Abdullah Al-Mutawtah.
He revealed that more than 16,626 manpower complaints were concerning residency transfers or end-of-service indemnities.
In a press statement, Al-Mutawteh explained that PAM has established a new integrated automated system for the Labor Relations Department. One of the characteristics of this system is that it enables the sponsors to report an absconding employee electronically.
The procedures adopted by PAM contribute to reducing the number of malicious or fake reports.
The Manpower Investigation Department determines whether the employee is present at his/ her workstation. If the absconding report was filed maliciously, the employer is summoned and questioned.
He revealed that the number of recorded complaints related to manpower reached 16,626 which were received by the concerned departments.
Al-Mutawteh explained that the complaints were concerning issues related to transfer of residency and end-of-service indemnity. Both kinds were submitted either directly or online.
Meanwhile, a number of raids were conducted between January and December of 2018 covering about 136 cafés. A total of 35,000 citations were issued including 2,870 against hawkers.
The new inspection system includes a set of automated procedures and are linked with Global Positioning System (GPS), which enables inspectors to perform their work in a more efficient manner, and file violations online.

The proposal to ban renting out private homes to expatriates will be discussed in the first meeting of the committee that was formed recently based on the decision of State Minister for Municipal Affairs Fahad Al-Shua’la to tackle the bachelor issue, reports Al-Rai daily.
According to a reliable source from Kuwait Municipality, the proposal does not allow expatriate families to live among Kuwaiti families without marriage certificates that have been attested by the embassies of the respective country or the concerned authorities in Kuwait, a copy of the wife’s Civil ID, and the signed rental contract with the PACI No. allocated for the rented unit and attested by the mayor of the district.
The source stressed that Kuwait Municipality had earlier proposed the non-renewal of civil IDs of bachelors who live in residential areas, indicating that emergency National Guard recently conducted the final drill for the Advanced Infantry training course titled, “Invincible Blockage,” at Sheikh Salem Al-Ali Camp under the auspices of National Guard Undersecretary Lieutenant General (Engineer) Hashim Al-Refai and in the presence of Operations and Training Adjutant Major General Faleh Shuja’a.

Woman abducted:
Police are looking for an unidentified person who allegedly kidnapped an unidentified woman, reports Al-Rai daily.
The daily quoting security sources said a Kuwaiti woman told police, the victim was riding with her
in a car.
An unidentified man, suddenly forced her to stop the car in the middle of the road in Mubarak Al-Kabir governorate, grabbed the victim from her car, took her to his car and drove off.
The woman then called the Operations Room of the Ministry of Interior and gave police the suspect’s car plate number.

Customs officers
at the Kuwaiti International Airport recently foiled the attempt of an Asian woman to smuggle marijuana into the country, reports Al-Anba daily.
According to customs officers, the woman looked confused when she approached the inspection point and when the inspectors searched her handbag they found one kilo of marijuana.
The contraband and the suspect have been referred to the General Department for Drugs Control.
