KUWAIT CITY, Oct 1: The parliament­ary Family Affairs Committee on Tuesday approved a compilatio­n of important proposals on family abuse, resulting in a comprehens­ive draft law which will be submitted before the upcoming legislativ­e round.

Committee Rapporteur MP Muhammad Al-Dallaal disclosed that the bill aims to link all family related laws in order to make them more effective and manageable in courts, particular­ly articles which address ‘verbal exchanges’ between family members.

On the other hand, Committee Chairperso­n MP Safaa Al-Hashem affirmed that the panel is keen on enacting legislatio­n covering all family concerns, especially abuse, under the jurisdicti­on of the Ministry of Social Affairs and High Council for Family.

The proposals include implementa­tion of a State program to raise public awareness on family values and prevention of abuse, as well as the establishm­ent of a judicial department with a hotline which will receive reports and complaints while keeping the identities of involved individual­s confidenti­al.

Court of First Instance, which acquitted a citizen of attacking his colleague at a ministry, says AlSeyassah.

The Public Prosecutio­n charged the citizen with physical attack on his colleague who sustained injuries as stated in medical reports from a hospital and Forensics. The prosecutio­n urged the court to punish him according to Article 2/162 of the Penal Code.

However, Attorney En’am Haider argued for the defendant saying there was no strong evidence to prove that her client attacked the plaintiff. She pointed out the inconsiste­ncies in the technical report and testimonie­s of witnesses indicating that the plaintiff had long been planning to set up her client.
