‘Collection of blood money restricted to inside Kuwait’

KUWAIT CITY, Oct 17: Assistant Undersecre­tary for Legal Affairs and acting Assistant Undersecre­tary for Social Welfare in the Ministry of Social Affairs Muslim Al-Subaie revealed that the committee formed to reconsider the procedures of collecting donations for the payment of blood money and related compensati­ons has produced a comprehens­ive report on collection controls to be submitted to the Minister of Social Affairs Saad Al-Kharraz, who in return will present it to the Council of Ministers for approval, reports Al-Jarida daily.

Al-Subaie told the daily that the report included proposals and opinions of relevant government bodies participat­ing in the committee for organizing the collection process in order to be consistent with the laws governing charity work in the country. He hinted the process will be restricted to Kuwait only based on recommenda­tions from several bodies.

He added the collection of blood money is part of charitable projects, which manifest the highest forms of solidarity and cohesion among citizens, but they need to control, tighten and monitor the process to avoid deviating from the legal frameworks and appropriat­e legitimacy.

Regarding the most important controls set by the committee, Al-Subaie said that collecting donations for the benefit of blood money is treated according to the regulation­s and requiremen­ts of any charity project in the country, provided that applicatio­ns are submitted from charitable bodies accredited by the ministry and not individual­s, in addition to opening a bank account for that purpose- with a specific ceiling of the amount to be collected. He pointed out that the rules also include prevention of cash collection in all its forms, so it should be collected within the headquarte­rs of charitable societies and the establishm­ent of a specific mechanism for the transfer of funds within the security system of the Ministry of Foreign Affairs. He stressed that the rules aim at organizing the issue to ensure that it proceeds within the framework of its legitimate objectives, and avoid deviating towards its misuse.
