Committee for handling domestic labor grievances to be reformed

Panel given authority to lifting suspension

KUWAIT CITY, Feb 5: Director of Public Authority for Manpower (PAM) Ahmed Al-Mousa issued administra­tive decision No. 24/2020 on reforming the committee in charge of handling grievances submitted by the owners of domestic labor recruitmen­t offices and companies, reports Aljarida daily.

According to the decision, the committee will be headed by the Director of Department of Domestic Labor Recruitmen­t Nasser Al-Mousawi. Sultan Al-Zoubi will be his deputy, and Anwar Al-Azmi and four others will be members.

The committee is mandated to consider the grievances submitted by owners of domestic labor recruitmen­t offices and companies, and determine the extent of their compliance with the law No. 68/2015 regarding domestic labor.

The committee will also issue decisions for lifting suspension on domestic labor recruitmen­t offices for temporary or permanent employment as per the type of violation. It will coordinate with the Labor Inspection Department regarding requests to inspect the owners or companies in this regard in terms of their violation of the domestic labor law, and submit recommenda­tions and reports of such processes.

The decision authorized the deputy director general of manpower protection sector to address Ministry of Interior regarding requests to stop issuing visas to owners of domestic labor recruitmen­t offices and companies that are in violation of the law.

Concerning the meetings, the decision stipulates that the committee must meet at the invitation of its chairperso­n. A meeting is considered invalid unless it is attended by half of the members including the chairperso­n and his deputy. The committee can seek the assistance of experts, and these experts will not have the right to vote on any decision taken by the committee.

The committee is paid allowance to attend sessions in accordance with Civil Service Commission (CSC) resolution No. 41/2016 regarding allowance to attend committee sessions in government agencies.

This resolution states that “The member shall not be granted allowance establishe­d only for the correct session that is held outside the official working hours and attended by the member.”

The decision shall be enforced from the date of its issuance until the end of March.
