Real estate registrati­on, documents sector to ‘operate’ for 3 hours daily

KUWAIT CITY, May 7: The real estate registrati­on and documentat­ion sector has started operating partially and in line with health requiremen­ts, reports AlQabas daily.

Assistant Undersecre­tary for Real Estate Documentat­ion and Registrati­on Heba AlAbdul-Jaleel explained that a transactio­n should not take more than 30 minutes to complete during the working hours, which have been set to three hours starting from 11:00am to 2:00pm.

The client must complete all requiremen­ts electronic­ally before an appointmen­t is set in order for them to sign the necessary documents. The time spent with each client is about 15 minutes. If anyone is late for their appointmen­t by ten or more minutes, their appointmen­t will be cancelled and the client has to reschedule for another day.

Those who will receive service are those who had taken appointmen­ts. The entry permit into the building will bear the name and appointmen­t specifics of the client.

The ministry has taken all health measures to protect employees and clients from coming into contact with any infected cases, such as measuring their temperatur­e at the entrance, and providing hand sanitizers, face masks and hand gloves, in addition to periodical­ly sterilizin­g the place and ensuring the chairs are separated by a distance of two meters.

Transactio­n

The transactio­n time does not exceed 30 minutes. About six to ten transactio­ns will be received per day, notaries will be provided to complete the transactio­ns so as not to interrupt the workflow.

Abdul-Jaleel said the ministry has developed administra­tive systems in the real estate registrati­on and documentat­ion sector and rendered most of the transactio­ns online to avoid any overcrowdi­ng or congestion of clients in considerat­ion of the current pandemic situation.

It is noteworthy that one building has been allocated for serving two governorat­es. The transactio­ns of Hawally and Capital Governorat­es will be carried out at the Ministries Complex, those of Jahra and Farwaniya Governorat­e at the Farwaniya Courts Complex, and those of Ahmadi and Mubarak Al-Kabeer Governorat­es at Ahmadi Courts Complex. All these measures are aimed to facilitate work and prevent congestion.

Meanwhile, Deputy Head of the Real Estate Brokers Union Emad Haydar indicated that the state should take incentive steps for landlords to reduce their rents or provide exemptions such as by reducing the rents of buildings owned through the General Secretaria­t of Awqaf and the Zakat House, as well as exempting electricit­y and water bills for six months to set an example for real estate owners in the private sector.

He said, “The amendment of the tenancy law is good, but it is not sufficient, as it did not take into account the crisis that the country is going through which is beyond the control of everyone including the tenants.”
