Real estate registration, documents sector to ‘operate’ for 3 hours daily
Fill requirements digitally before appointment
KUWAIT CITY, May 7: The real estate registration and documentation sector has started operating partially and in line with health requirements, reports AlQabas daily.
Assistant Undersecretary for Real Estate Documentation and Registration Heba AlAbdul-Jaleel explained that a transaction should not take more than 30 minutes to complete during the working hours, which have been set to three hours starting from 11:00am to 2:00pm.
The client must complete all requirements electronically before an appointment is set in order for them to sign the necessary documents. The time spent with each client is about 15 minutes. If anyone is late for their appointment by ten or more minutes, their appointment will be cancelled and the client has to reschedule for another day.
Those who will receive service are those who had taken appointments. The entry permit into the building will bear the name and appointment specifics of the client.
The ministry has taken all health measures to protect employees and clients from coming into contact with any infected cases, such as measuring their temperature at the entrance, and providing hand sanitizers, face masks and hand gloves, in addition to periodically sterilizing the place and ensuring the chairs are separated by a distance of two meters.
Transaction
The transaction time does not exceed 30 minutes. About six to ten transactions will be received per day, notaries will be provided to complete the transactions so as not to interrupt the workflow.
Abdul-Jaleel said the ministry has developed administrative systems in the real estate registration and documentation sector and rendered most of the transactions online to avoid any overcrowding or congestion of clients in consideration of the current pandemic situation.
It is noteworthy that one building has been allocated for serving two governorates. The transactions of Hawally and Capital Governorates will be carried out at the Ministries Complex, those of Jahra and Farwaniya Governorate at the Farwaniya Courts Complex, and those of Ahmadi and Mubarak Al-Kabeer Governorates at Ahmadi Courts Complex. All these measures are aimed to facilitate work and prevent congestion.
Meanwhile, Deputy Head of the Real Estate Brokers Union Emad Haydar indicated that the state should take incentive steps for landlords to reduce their rents or provide exemptions such as by reducing the rents of buildings owned through the General Secretariat of Awqaf and the Zakat House, as well as exempting electricity and water bills for six months to set an example for real estate owners in the private sector.
He said, “The amendment of the tenancy law is good, but it is not sufficient, as it did not take into account the crisis that the country is going through which is beyond the control of everyone including the tenants.”
