Bid to ‘boot’ Speaker

- By Saeed Mahmoud Saleh

KUWAIT CITY, April 8: MP Badr Al-Mullah has prepared a petition to remove National Assembly Speaker Marzouq Al-Ghanim from office.

Al-Mullah disclosed that he waited for Al-Ghanim to announce the rejection of the request of His Highness the Prime Minister Sheikh Sabah Al-Khalid to suspend the grilling motions filed against him until the next round of this parliamentary term but the latter did not do so. This has prompted him to prepare the petition to remove AlGhanim from office and he will ask his colleagues to sign the petition.

He affirmed the petition is in line with Article 118 of the National Assembly Decree; which allows a lawmaker to submit a proposal, bill or petition that will then be forwarded to the government.

He said the Speaker violated the Constitution and law during the session on March 30, 2021 due to the suspension of grilling motions against HH the Prime Minister for almost one and a half year. He requested for inclusion of the petition in the agenda of the session slated for April 13, 2021.

On the other hand, MPs Mehalhal Al-Mudaf, Abdullah AlMudaf, Hassan Jawhar, Mubarak Al-Arow and Muhannad Al-Sayer submitted a bill to establish Kuwait Agency for Intellectual Property. The agency will deal with patents and intellectual production related to Geography, Commerce and Architecture.

MP Muhammad Obaid AlRajhi submitted a proposal to amend Handicapped Affairs Law number 8/2010 in order to allow a person with disability to choose any two among his first, second and third degree relatives to take care of him. In case he is not capable of making the choice, the relatives shall nominate two among themselves to do the task. If the relatives could not reach an agreement, the Public Authority for Handicapped Affairs (PAHA) shall refer the issue to the relevant court and the latter will either assign two of the relatives or send the person with disability to a social care center.

Meanwhile, MP Muhannad Al-Sayer asked Minister of Interior Sheikh Thamer Ali Al-Sabah if the lawsuits, which led to the referral of former Assistant Undersecretary for Citizenship and Passports Affairs Major General Mazen Al-Jarrah to the Public Prosecution, included the issue regarding Bedouns who paid bribes to obtain Article 17 passports as per the report of the US State Department. He wants to know if the ministry conducted investigations in this regard, if any of the members of Al-Jarah’s team was involved, recommendations and decisions issued by the ministry to identify all those involved in the issue.

MP Thamer Al-Suwait also forwarded queries to Sheikh Thamer Ali Al-Sabah about the number of court verdicts issued in favor of the Interior Ministry in the last five years but were not implemented, reasons behind the non-implementation of these verdicts, number of lawsuits in which the ministry lost and were not appealed in the last five years, and reasons for not filing the appeal.
