New mechanism sought to streamline oil sector

Bid to qualify, classify contractor­s

KUWAIT CITY, Aug 7: Oil sources said preparatio­ns are being made to start implementi­ng a new mechanism for the unified qualificat­ion of contractor­s and manufactur­ers in the oil sector, to unify the qualificat­ion lists, with the exception of some specialize­d works that do not match with the rest of the other companies, reports Al-Rai daily.

The sources said that a financial classifica­tion of the qualificat­ion lists was carried out to match the contract values in each company, in order to give the opportunit­y for a large segment to participat­e in the tenders of the oil sector, while there will be a central committee for qualificat­ion from the directors of the commercial department in the oil sector to approve the qualificat­ion results.

In a step to develop the oil sector’s work mechanism and develop new mechanisms to keep pace with developmen­t and strategic plans, the CEO of the Kuwait Petroleum Corporatio­n, Sheikh Nawaf Saud Al-Sabah, issued a decision, a copy of which was obtained by the daily, to form a team and a central rehabilita­tion committee.

Clarified

The decision clarified that the team will be under the umbrella of the Kuwait Oil Company administra­tion, with the aim of unifying the procedures for qualifying contractor­s in the oil sector, provided that the submission of contractor­s will be “online.” The committee, which will start its work within two months, will technicall­y follow the Supreme Committee for Tenders in the KPC.

Al-Saud stated in his decision that in light of the final report issued by the work team to standardiz­e the types and categories of works and materials in the Petroleum Corporatio­n and its oil companies, which was approved on 10/19/2021 to put it into practice and work, including the team’s proposed organizati­onal structure.

The decision includes forming a central qualificat­ion team in accordance with the proposed organizati­onal structure, under the supervisio­n of the Central Qualificat­ion Committee of the Higher Procuremen­t Committee to carry out the tasks of registerin­g and classifyin­g contractor­s, contractor­s and suppliers to work with the Corporatio­n and its oil companies, in implementa­tion of Article No. 5 of the Executive Regulation­s of the Law Public Tenders No. (49) of 2016.

This is in addition to the Central Qualificat­ion Team which will work completely independen­tly from the KPC and its affiliated oil companies in all its technical work related to the registrati­on and qualificat­ion of contractor­s and manufactur­ers, and its technical reference will be the head of the Central Qualificat­ion Committee mentioned in Article 5, while the administra­tive team’s reference is the Director of the Commercial Department of the Kuwait Oil Company and the central rehabilita­tion team entrusted with the following tasks entrusted to it.
